Funds are assigned on the balance sheet for future fiber optic repairs. The district will utilize $26,400 for use in fiber optic expenses for FY 2022. These funds have been in the assigned status since 2011. This is for informational purposes only. No Board action required.

1. Permission to Renew Bids - Diesel Fuel & GasolineDavid Phelps

Requested is permission to renew the bid from Key Oil for diesel fuel and gasoline for the 2022-2023 school year. This is first renewal of the two available one-year renewals of the August 10, 2021 bid. 

2. Permission to Solicit Bids - Motor Oil, Lubricants & FluidsDavid Phelps

Requested is permission to solicit bids for motor oil, grease, gear oil, DEF, synthetic transmission fluid, windshield washer fluid and purple/red engine coolant for the 2022-2023 school year. 

3. Permission to Accept Proposal/Bid - Audit Services - Barnes DennigLisa Lewis

A Request for Proposal for Auditing Services was requested. The district received one proposal: Barnes Dennig. Barnes Dennig performed the audit last year. Per the proposal, Barnes Dennig submitted a proposal covering the audit services needed by the district with a cost of $32,000. The contract shall be for the period of July 1, 2022 through June 30, 2023, to audit the financial accounts for FY 2022 with three (3) renewals, with both parties agreeing. 

4. Permission to Accept Proposal/Bid - Copiers - ProSourceLisa Lewis

Currently, the district utilizes ProSource for the copiers and copier services for the entire district. A Request for Proposal was requested with the district receiving only one proposal: ProSource. ProSource has provided the copier services for the last five years. ProSource's proposal covers the copier services with the following terms:

  • 63-month lease at $9,461.00 per month
  • Black prints at $0.0029 per page (rates locked for term)
  • Color prints at $0.029 per page (rates locked for term)
  • Includes Papercut MF, Readers and Maintenance and Support for all new equipment
  • ProSource will pick up and ship back leased equipment at no charge to Bullitt County Public Schools.

Approval is requested for the proposal by ProSource to provide copiers and copier services for the district in accordance to the contract, and upon the completed legal review and approved submission to the Kentucky Department of Education.

2. Entry of the Employment Records in the Minutes of Record

Employment records for both the certified and classified personnel for the period of March 2022 through April 2022 are submitted for the Board’s information and inclusion in the minutes of this meeting.

3. Emergency Substitute Certification

This application for Emergency Substitute Certification is necessary in order to certify substitute teacher positions which may be filled during the 2022-2023 school year.

1. Kentucky Community and Technical College System Renewal - Buffalo Run FacilityLisa Lewis

The current lease with Kentucky Community and Technical College System (KCTCS) for the Buffalo Run facility will be up for renewal on July 1, 2022. Presented is the lease agreement. This is an annual renewal for the majority of the space at Buffalo Run. One other agency leases a small portion of the facility as well and their lease is handled separately. Renewal for this one-year lease is effective July 1, 2022 through June 30, 2023.

2. PowerSchool Contract Renewal 2022-2023Althea Hurt

The Annual Contract Renewal Agreement with PowerSchool Group LLC provides the electronic system for maintaining employee evaluations (Unified Talent Perform), recruitment and hiring (Unified Talent Applicant Tracking) and maintaining employee records (TalentEd Records).

3. Alive at 25 MOUJackie Roth

This Memorandum of Understanding with the Commonwealth of Kentucky Transportation Cabinet is for Bullitt County high schools to participate in the Alive at 25 programs. The Youth Service Centers, if they choose, will schedule and be in charge of the program running from August 1, 2022 and terminating on July 31, 2024. This program is for students to participate in classroom instruction associated with the Kentucky Graduated Licensing Program. There is no cost for this program.

4. Summit Learning Program MOA for BLMSRachelle Bramlage

The Memorandum of Agreement with Summit Learning is for Bullitt Lick Middle School. Bullitt Lick Middle School would like to continue offering Summit to the entire school. 

5. Broadbent Arena Lease AgreementJesse Bacon

Submitted is the Kentucky Venues Lease Agreement for rental of Broadbent Arena for graduation ceremonies for all three high schools on Saturday, May 21, 2022. Rental of the facility has increased to $7,500; however, the agency has agreed to gradually increase the amount to allow the district to budget accordingly. This year, the fee increased from $5,000 to $5,250 and will be paid from the Superintendent's Office budget, Diplomas & Graduation Expenses. Eric Farris has reviewed the document.

6. ME Catering Contract for NBHS PromRachelle Bramlage
Presented is a contract for ME Catering for services at North Bullitt High School's Prom on Saturday, April 30, 2022.
7. Dolly Parton Imagination Library MOAPatrick Durham

Presented is the Dolly Parton Imagination Library Memorandum of Agreement (MOA) to initiate the program districtwide in Bullitt County. Lebanon Junction Public Library currently has a program operating in that area. BCPS is able to initially begin and expand this program through the use of Ohio Valley Educational Cooperative (OVEC) Community Early Childhood Council (CECC) grant funds. These funds allow for a minimum of one and a half years of funding with more expected. The goal is to seek sponsors to continue expanding and extending the program as much as possible. This agreement has been reviewed through by Eric Farris and Patrick Riley of Dinsmore and Shohl LLC. Amendments to the MOA were suggested by Board Counsel and Imagination Library has agreed to those recommended agreements pending their signatures.

1. Bullitt County Clean-Up DaysTony Roth

The Bullitt County Code Enforcement requests permission to use school parking lots for its Annual Clean-Up Days for Bullitt County. The dates are Saturday, May 21st at Lebanon Junction Elementary, Nichols Elementary, and the Maintenance Office and June 4th at North Bullitt High School and Mt. Washington Middle. The times are 7:30 a.m. to 4:00 p.m.

2. BCHS by Shepherdsville & Mt. Washington Police Departments

Bullitt Central High School requests permission to allow the Shepherdsville Police Department to host a Charity Basketball Game Fundraiser for the Shop with a Cop Program on Saturday, April 30, 2022 from 6-9 p.m.

i. Alteration of District Property Request - Central Office LandscapingTom Brillhart

Requested is approval for the removal of all the current landscaping in front of the Central Office building. Bullitt Central High School's Agriculture Department will replace the landscaping with a modern look for easy maintenance. BCPS Maintenance Department will be in charge of all the removal of current landscaping. Estimated completion time is two weeks, pending weather conditions. Funding for this project will be from the Support Services budget.

m. Request to Purchase Work VansTony Roth

Requested is permission for the Maintenance Department to purchase four (4) work vans off the state bid list to replace four (4) model vans that are in poor condition. Each van costs $25,236.00 and will be paid from remaining 2021-22 Maintenance funds.

a. Maintenance Worker III Job DescriptionAlthea Hurt

Chief Operations Officer Dr. Tom Brillhart and Maintenance Director Tony Roth request approval for the Maintenance Worker III job description. KRS 318.010 defines maintenance man as "a person employed to maintain and keep plumbing in good repair." This regulation, interpreted by Benjamin Siegel, General Counsel of the Department of Housing, Buildings & Construction licensing agency, allows school maintenance staff to perform work that would not require more substantive plumbing work or licensure. The pay will match the "Unlicensed Plumber" pay and will be added to the salary table.

Principals from the schools listed below request to hire Summer Student Workers for light clerical work and/or to assist the day custodian with cleaning and moving furniture during the shortened summer hours. The schools' SBDMs have approved each request. The district currently has an approved Student Clerical Worker job description, which is compliant with Kentucky Child Labor Laws. Funding will be SBDM funds.

This position coordinated and facilitates the implementation of the state and district required assessments within the school building. Dr. Tom Brillhart requests approval of the Resolution related to conducting facility related projects and affairs under the provisions of House Bill 678 enacted during the 2022 Regular Session of the Kentucky General Assembly. 

A RESOLUTION of the Bullitt County Board of Education

Electing to conduct its facilities-related projects and affairs under the provisions of

House Bill 678 enacted during the 2022 Regular Session of the Kentucky General Assembly

WHEREAS, on April 8, 2022, Governor Andy Beshear signed 2022 Regular Session House Bill 678 (hereinafter “HB 678”) into law, making it effective immediately at that time pursuant to the emergency clause in Section 8 of the bill; and

WHEREAS, HB 678 provides great flexibilities to local boards of education relating to the funding, financing, design, construction, renovation, or modification of the district's facilities and other facilities-related matters notwithstanding certain requirements for obtaining the prior approval of the Kentucky Department of Education or the Kentucky Board of Education as stated in various statutes and administrative regulations; and

WHEREAS, the provisions of HB 678 generally apply from April 8, 2022, until June 30, 2024, and also apply retroactively to submissions and requests that have been made by local boards prior to the effective date of the Act but that have not yet received approval from the appropriate board or official; and

WHEREAS, HB 678 requires a local board that elects to conduct its projects under the provisions of the bill to adopt a resolution by majority vote and submit the resolution to the Kentucky Department of Education as notice;

NOW, THEREFORE: Be it resolved by the Bullitt County Board of Education:

On a Motion by __________________________, seconded by __________________________, the Board hereby RESOLVES as follows:

By majority vote, the Board has elected to conduct its projects under the provisions of HB 678, and this Resolution is being submitted to the Kentucky Department of Education as notice of this action.
