1. Board Representative for the 2022-2023 Code of Conduct Committee.Sarah Smith

Requested is one board member volunteer to be a member of the 2022-2023 Code of Conduct Committee. Every year a committee comprised of administrators, board members, parents, students and teachers review and update the Bullitt County Discipline Code Handbook. This committee is designed to review, amend, and update, if necessary, the Discipline Code Handbook for the 2022-2023 school year. The committee's first meeting is April 7, 2022, 3-4:30 p.m. in the Board Room at the Bullitt County Board of Education office.

2. Entry of the Employment Records in the Minutes of Record

Employment records for both the certified and classified personnel for the period of January 2022 through February 2022 are submitted for the Board’s information and inclusion in the minutes of this meeting.

f. ContractsTom Brillhart

1. Spectrum Renewal for Spring Meadows and Nichols ElementaryKevin Fugate

Over the last 10 years, Spectrum has had little to no downtime with fiber service to Spring Meadows and Nichols Elementary. In the fall, an RFP was requested since the contract with Spectrum is expiring at the end of this fiscal year. A form 470 was filed by the Adtec representative on November 3rd, which discounts prices substantially since the E-rate program pays 80% of the connectivity fees. Two bids were receive: Windstream-Kinetic and Spectrum. Spectrum scored best on the matrix. Price weighed more in the calculations per E-rate rules. There is also a difference in internet speeds that Windstream could not match. Requested is approval of another 5-year commitment with Spectrum to provide 10GB connectivity to Nichols and Spring Meadows. The contract was reviewed by Eric Farris.

2. Paroquet Springs by NBHS Cheer TeamRachelle Bramlage

North Bullitt High School Cheer Team would like to host an end-of-season banquet at Paroquet Springs Conference Centre on March 7th, 2022, from 6:00 p.m. to 10 p.m.

h. Permission to Apply – Summer Food Service Program (SFSP)Todd Crumbacker

The Department of School Nutrition Services (SNS) requests permission to apply for and participate in the Summer Food Service Program (SFSP) during the months of June and July. The SFSP ensures that low-income children continue to receive nutritious meals when school is not in session. Free meals are available to all children under the age of 19 years; these meals will be made available at approved SFSP sites in areas with significant concentrations of low-income children. These sites will be located at various places in these low-income communities, such as schools, parks, recreation centers, churches, etc. This request for 2022 includes the need for, at minimum, fifteen (15) cook/bakers, two (2) kitchen managers and substitutes on an as-needed basis for no more than 40 days.  Participation in the SFSP benefits other community programs such as 21st Century and the YMCA of Bullitt County by providing free meals, thus allowing other program funds to go towards education and enrichment activities.

1. BCHS by Grand Lodge of KY

Bullitt Central High School requests permission to allow the Grand Lodge of Kentucky to use the auditorium to host its District Meeting on March 25, 2022, from 3 p.m. to 10 p.m.

2. MWMS by Jon Gordon Companies

Mt. Washington Middle School requests permission to allow the Jon Gordon Companies use of the library for a Positive Schools Tour on March 11, 2022, from 8:00 a.m. to 12:00 p.m. Since some BCPS teachers will be attending at no cost, Dr. Bacon waived the rental fee. 

j. Alteration of District Property Request - BEHS Pantry BoxBret Highley

Requested is Board approval to install a Shepherd's Pantry Box at Bullitt East High School. The Pantry Box will be located outside next to the Library Media Center. This Community Sharing Pantry will be accessible to families to have provisions and for anyone to donate items as well.

a. 2nd Reading for Revised Title IX Sexual Harassment PoliciesTom Brillhart

Presented for the Board's 2nd Reading for approval are the following updated Title IX Sexual Harassment Policies: 

  • 03.1621 - Title IX Sexual Harassment (Certified)
  • 03.2621 - Title IX Sexual Harassment (Classified)

These changes clarify several steps and complete important references for a more thorough handling by staff. The attachments have been reviewed by Board Attorney Joe Mills.

Approve the 2nd Reading of the two revised Title IX Sexual Harassment policies as presented.

c. 2022-2023 Staffing PlansAlthea Hurt

Presented are the BCPS Staffing Plans for the 2022-2023 school year. Changes include:

  • Deletion of the name "College and Career Coach" from the High School Staffing Plan to "Transition Readiness Coach."
  • Addition of clerical hours enrollment tiers under the High School Staffing Plan (The last tier in the previous plan was 1450-1499. BEHS has over 1500 students.)
  • BAC - Addition of one Instructional Tutor Position - Reduction of Instructional Assistants from 4 to 3

Once approved by the BCPS Board, the Staffing Plans will be sent to the Kentucky Department of Education for review.
