District Director of College/Career Readiness & Innovative Programs Dr. Lee Barger and Area Technology  Center Principal Darrell Vincent wish to recognize and introduce to the Board the following students that were accepted into the KY FAME Program:

An acceptance into KYFAME is worth about $42,000. Students earn an associate degree in Applied Science, have a paid apprenticeship with a major manufacturer, get over 1,800 hours of on-the-job work experience, practice the skills they learn in class in real time on their job as they are mentored by experienced craftsmen and their degree can be applied to bachelor degrees available in the area that prepare them to grow in their jobs and potentially take on leadership roles.  Industrial Maintenance Technicians easily make over $100K a year after just a few years after school and completion of a Journeyman's credential.  
 
This is a world-class program and should be considered a first choice option...not a plan B.  More students with high academic skills and a mechanical aptitude should consider this career. There are companies all over the country in dire need of this skillset.

1. Banking Services - Stock Yards BankLisa Lewis

On March 31, 2021, Request for Proposals wee received and opened for Banking Services for a two-year period beginning July 1, 2021 through June 30, 2023. At the end of the the two-year period, the contract may be extended by mutual agreement between the Bank and the Board, for two additional two-year periods. Two proposals were submitted - Limestone Bank and Stock Yards Bank.  As authorized by the Board at the February 22, 2021 meeting, the Superintendent selected to continue the District's banking relationship with Stock Yards Bank. The decision was based upon the criteria required in the RFP. Three evaluators reviewed the submissions and scored each area as indicated in the scoring matrix: ability to provide required services, meeting the minimum qualifications in request, submitted interest rate and earnings on deposits, distance from school sites, and past experience. Stock Yards Bank had the higher score. Additional supporting information is provided in the memo.

2. Request for Proposals - Auditing ContractLisa Lewis

Each year a school district must hire an Auditor to review the financial information, prepare the financial audit, and submit to the Kentucky Department of Education. Heartland CPAs and Advisors, PLLC conducted the previous audit for the district with three possible renewals. Due to unforeseen circumstances, Heartland CPAs and Advisors, PLLC will not be in a position to provide audit services this year. At this time, Finance Director Lisa Lewis requests permission to issue Requests for Proposals for Auditing Services for the 2020-21 fiscal year. *Also requested is the Board authorize the Superintendent to select an Auditor from the RFPs and execute the appropriate paperwork after legal counsel's review.

Presented for the Board's review and approval is the BG-4 Closeout Document for Bullitt County Schools GESC BG 18-313. The total cost of construction for this project is $9,645,540.04.

2. BG-1 HMS Roof Replacement ProjectEd Oyler

The roof on Hebron Middle School has far exceeded its life expectancy. There are ongoing leaks that create saturated roofing materials, moisture, and mold issues causing concern for student health needs. These concerns affect the overall air quality to maintain optimal comfort, health and safety for students and staff, as well as district personnel's abilities to create and maintain a healthy and safe learning environment. The need for a complete roof replacement, utilizing ESSER II other construction funds (0459) as submitted in GMAP, as a complete replacement, would greatly improve the air quality and comfort for students while eliminating the mold and mildew problems that are pervasive and arise throughout the school year with every precipitation event. Presented is a quote for $683,777.82 for total roof replacement along with the BG-1 for the Board's approval.

3. District-Wide Bipolar IonizationEd Oyler

Bipolar ionization devices create millions of positive and negative ions. When released into airways and through filtration, this is a proven method of destroying viruses. The project will enhance and improve the air quality, protection, sanitation, and overall learning environment health throughout the district. The project includes all district buildings and aid in improving the overall air quality to ensure that all buildings were healthy and safe. The total number of devices is 1,448 for 27 buildings, at an overall project cost estimated at $1,000,000.00, with funding available using ESSER II funding as submitted in GMAP.

Christine Bolton - Teacher - Eastside Middle School - Ms.Bolton requests leave without pay for the dates of April 26th - June 4th, 2021.  She is using 11 weeks and 3 days of FMLA.

Jack Corley - Sweeper - Mt. Washington Middle - Mr. Corley requests leave without pay for the dates of April 2nd - June 4th, 2021.  He is using all available accrued leave time.  He does not qualify for FMLA.

Hannah Curtsinger - Teacher - Bullitt Lick Middle School - Ms. Curtsinger requests her leave without pay be amended to be April 27th - May 25th, 2021.  Using all 12 weeks of FMLA.

Kyla Devore - Instructional Assistant - Maryville Elementary - Ms. Devore requests leave without pay for the dates of March 31st - May 4th, 2021.  She is using all available accrued leave time.  She does not qualify for FMLA.

3. Emergency Substitute Certification

This application for Emergency Substitute Certification is necessary in order to certify substitute teacher positions which may be filled during the 2021-2022 school year.

1. Edgenuity, Inc. Contract RenewalAdrienne Usher

This Edgenuity contract is for the 2021-2022 school year and regarding the renewal of Pathblazer (Grades K-5), Edgenuity (Grades 6-12), and enhanced specialized CTE courses (Grades 9-12). Edgenuity software and courses are used by students across Grades K-12. The contract also includes a set of professional learning days to provide support to teachers and schools. The cost is $148,750.00, which will be funded through the Student Learning Department Budget.

2. Voluntary Student Accident Insurance - Bollinger Specialty GroupLisa Lewis

Bollinger Specialty Group in Benton, KY, has provided voluntary student accident insurance plan renewal information for effective dates of August 1, 2021, to July 31, 2022. This insurance is not paid by the Board of Education. It is provided as a service to students and parents. There are three options included: 1) School Time Only, 2) 24-Hour coverage, and 3) Football Only coverage. 

3. AdTec Consulting Contract Renewal and ExtensionKevin Fugate

The district receives reimbursements through filing for network and telephone expenses through eRate, a federal program to supplement communication needs for schools and library systems. Eighty percent of the cost is covered through this program and helps keep district technology up to date. The process to file for this funding is often difficult and extremely time-consuming. The eRate consulting firm, AdTec, alleviates the paperwork and management of the eRate program that enables us to focus on district technology initiatives to enhance student learning. The eRate process for this year will save us over $800,000 and we have AdTec to thank. We will have the ability to replace the aging wireless system in all of the schools starting next school year through this program. This agreement will only confirm renewal through June 30th, 2024. The contract was reviewed by Joe Mills at Buckman, Farris & Mills Law Office and the terms of the agreement are the same. 

4. Main Event - BEHS Project Graduation VenueRachelle Bramlage

Bullitt East High School would like to contract with the Main Event Amusement Center in Louisville, Kentucky to hold this year's Project Graduation event on the evening of June 5, 2021. It is open only to Bullitt East graduates of the Class of 2021. The contract was submitted to Eric Farris for review.

5. Nevco Sports Marketing - BEHS Football ScoreboardRachelle Bramlage

Presented is a contract with Nevco Sports Marketing for Bullitt East High School. Nevco will secure and collect donations up to $64,000 in order to receive a new LED football scoreboard, sign cabinets, customer school ID panel, gym LCD digital signage, and sponsor cabinets. This will be at no cost to the school or district. If approved, the contract will go immediately into effect until all donations have occurred. This contract has been reviewed by Eric Farris.

6. C&H Audio Visual Services - Graduation 2021Jesse Bacon
Presented is an Agreement with C&H Audio Visual Services, a vendor through the Kentucky State Fair Board, to provide audio/visual services for the 2021 Graduation ceremonies at Broadbent Arena on June 5, 2021. Eric Farris has reviewed the agreement and found it to be acceptable as to form and legality.

i. Request for Alteration of District Grounds
1. Eagle Scout Project - BCHS JROTC Obstacle CourseEd Oyler

Requested is Board approval for Eagle Scout Candidate Jayden Holbrook to complete his required Eagle Scout project by installing six practice obstacles at Bullitt Central High School for JROTC training exercises. Jayden has worked closely with the BCPS Facilities Director Ed Oyler, BCHS Principal Dr. Steve Miracle, and JROTC Lead Instructor 1SG Martin Tallent to select a set of obstacles that are safe, without liability concerns, and would be beneficial to the JROTC program. Jayden will continue to work with the BCPS staff listed above to develop the arrangement, sequence of obstacles and location of obstacles on school grounds. The cost of the materials and labor is zero (-0-) to the district and included as part of the Eagle Scout Project.

7. SPECIAL MEETING OF THE BULLITT COUNTY SCHOOL DISTRICT FINANCE CORPORATION
a. CALL TO ORDER
b. Approval of Deed of Easement to Louisville Water Company - BLMSEd Oyler

Presented for approval is the Deed of Easement to Louisville Water Company for an area located at Bullitt Lick Middle School. The easement is required to complete work that is part of the LWC Critical Main Reduction program. LWC has identified schools as critical customers and identified water mains that service schools on one-way feeds as a critical main. In order to reduce critical mains, projects have been created that include grid-ties which increase reliability and improve water quality for the school. The projects improve the infrastructure that services the particular school by providing a two-way feed and providing new infrastructure (pipes, valves, hydrants, etc.) with an expected life cycle of at least 65 years. Valves are installed on both sides of the school service which allows for isolation in either direction and prevent excessive water damage and expense. If a water main break or other water outage occurs in the area, the two-way feed allows for continuous service while a repair is completed. Bullitt Lick Middle School currently has approximately 1,500 feet of critical main. This project reduces the critical main to near zero. 

Recommendation: Approve the Deed of Easement to the Louisville Water Company with a 30' permanent easement and a 10' temporary easement for construction only for reasons described above.

10. NEW BUSINESS

a. Early Graduation Request - Kelsi Frye, BCHSRachelle Bramlage

Bullitt Central High School junior Kelsi Frye requests to graduate early. Pending Board approval, Kelsi will need to complete her junior year by passing her spring semester classes for the 2020-2021 school year. When she completes these required classes and her assigned work in Naviance, she will have met all requirements equivalent to a senior in high school. Kelsi's plan, with the support of her parents, is to continue with JCTC classes and enroll in their nursing program.

b. 2021 Summer Paint Crew & Paint Crew Supervisor PositionsEd Oyler

Permission is requested to post nine (9) painter positions and one (1) paint crew supervisor position for the district's summer painting using funds allocated in the 2021-2022 budget. The cost of the work is $30,000.00 plus miscellaneous material and resources cost of approximately $10,000. A list of painting needs is being compiled and studied by the maintenance department leadership and will be used to set the painting schedule for the summer work. If approved, the schedule will begin in June and work will be performed on the following dates: June 7, 11, 14, 18, 21, 25, and 28, and July 2, 6-9, 12, 16, 23, 26, and 30. The work schedule is based upon primarily working Mondays and Fridays with 10 hour days to coincide with maintenance work hours.

Approve the summer paint crew and supervisor positions as presented.
c. Bullitt Virtual Learning Academy Positions and Job DescriptionsAlthea Hurt

Requested are positions for the Bullitt County Public Schools Virtual Learning Academy, Grades 2-12, which will be housed at the Riverview Opportunity Center at the beginning of the 2021-2022 school year. The following positions are needed to staff the Virtual Learning Academy to serve up to 210 students in Grades 2-5, up to 600 students in Grades 6-8, and up to 300 students for Grades 9-12: 17 Virtual Classroom Teachers, 2 Virtual Special Education Teachers, 1 Instructional Coach, and 1 School Secretary.  Approval is also requested for the job descriptions of Virtual Classroom Teacher and Virtual Special Education Teacher. These new positions arise from the need to move forward with the Virtual Learning Academy. All positions will be funded through ESSER funding.

Approve the creation of 17 Virtual Classroom Teachers, 2 Virtual Special Education Teachers, 1 Instructional Coach, and 1 School Secretary for the Virtual Learning Academy, and the corresponding job descriptions, as presented.
d. Revised Special Education Teacher Job DescriptionAlthea Hurt

Presented is an updated BCPS Special Education Teacher Job Description. In the past, all new certified teachers employed by Bullitt County Schools were given the job description upon hire. Going forward, beginning with the 2021-2022 school year, we would like to utilize a more specific and targeted job description to give our certified Special Education teachers a better understanding of their position and expectations. The job description was reviewed by Troy Kolb, Director of Special Education, and his department, as well as by BCPS special education teachers in elementary, middle, and high schools.

Approve the updated job description for Special Education Teacher as presented.
e. Application of Waiver Related to Pupil Attendance and MOUAdrienne Usher

The Kentucky Board of Education has released a waiver application to districts to request a waiver under KRS 156.160(2)(a) of Section 1, subsections (1) and (4) of 702 KAR 7:125 related to Pupil Attendance. Bullitt County Public Schools requests a waiver utilizing the Academy model which is "a school within a school" allowing students to be enrolled in a fulltime virtual course load while maintaining enrollment in her A1 school potentially for Grades K-12. The waiver application is due to the Kentucky Department of Education no later than Friday, April 30, 2021. Approval is requested for waiver submission and entering into a MOU between Bullitt County Public Schools and the Kentucky Department of Education bound by terms, conditions, agreements, and assurances within waiver application. 

702 KAR 7:125 Section 1(4) states:

Pupils shall be physically present in the school to be counted in attendance except under the following conditions: The district is requesting a waiver of this language to include in the definition of "the school" to include a public virtual school, program, or academy,  established by a Kentucky Public School District, where instruction occurs using digital platforms, technologies, with continued access to certified teachers. Where each student is assigned full-time to the virtual school, program, or academy and there are teachers and other staff assigned to support and provide instruction (via the annual superintendent assurance regarding the Kentucky Digital Learning Guidelines). The virtual learning experience design shall allow for the monitoring of each student's interactions and engagement online, allows for synchronous (or live) visual and verbal interactions and the review of student work and completion of assignments in both real-time and on-demand (asynchronous interactions).

702 KAR 7:125 Section 1(1) states: 

Daily attendance of pupils in elementary schools shall be determined by taking attendance one (1) time each day prior to the start of instruction and maintaining a pupil entry and exit log at each school. The district is requesting that for any elementary school pupil that is enrolled full-time in a public virtual school, program, or academy daily attendance shall be determined by taking attendance twice a day: once at the beginning of instruction and once more in the second half of the school day (to account for full day or partial day funding mechanisms). 

Approve the waiver application as presented.
11. EXECUTIVE SESSION

1. As authorized by KRS 61.810(1)(e) to discuss a collective bargaining request from the Bullitt County Education Association during contract negotiations. 

2. As authorized by KRS 156.557(6)(c) for preliminary discussions related to the evaluation of the Superintendent by the Board or between the Board and Superintendent prior to the summative evaluation.
