1. Fee Proposal - Building Pressure Testing Service, New OMES Package 1, BG 20-142Bret Highley

Requested is the Board's approval to accept the fee proposal as submitted by CMTA to perform a building pressure test for the New 800 Student East Elementary School. This process is a whole building airtightness test to ensure the buildings energy efficiency. The cost of the proposal as submitted by CMTA is $23,500.00 as listed on the BG-1 for this project.

2. Sewer & Tap Fees, New OMES, BG 20-142Bret Highley

Requested is approval to pay for the sewer and tap fees for the New East Elementary School (OMES) out of Construction Contingency funds in the amount of $27,050.00. Currently, there is $1,402,905.14 in the BG 1 in contingency and after this request, if granted, will leave $1,375,855.14.

Maura Carson - Teacher - District Wide - Ms. Carson is requesting leave without pay for the dates of December 16th, 2020 - January 19th, 2021.  She is using 7 weeks of FMLA.

Employment records for both the certified and classified personnel for the period of November 2020 through December 2020 are submitted for the Board’s information and inclusion in the minutes of this meeting.

1. LG Fiber Maintenance Agreement for 2021Kevin Fugate

The annual maintenance agreement for the district's fiber-optic network cable with LG Fiber is due. LG Fiber continues to provide the district with excellent service when responding to emergencies, cable additions, and requests for changes by the Kentucky Transportation Cabinet. The current agreement expires on December 31, 2020. Permission to renew the agreement for the 2021 calendar year is requested. The cost has never increased and remains at $26,400.

North Bullitt High School requests that the items listed below be declared surplus and sold via closed sealed bid with advertisement in the Pioneer News. The items are no longer being used by the district. The band uniforms are over thirty years old. North Bullitt High School requests all proceeds are earmarked for the purchase of new instrument costs and future uniform expenses for competitive marching band for NBHS Band.

6. UNFINISHED BUSINESS

a. Proposed 2021-2022 School Calendar OptionRuth Esterle

As per KRS 158.070 (2)(b)(c)(d), the School Calendar Committee, after seeking feedback from school district employees, parents, and community members, presents a school calendar option to the Board. The calendar option complies with state laws and regulations and considers the economic impact of the school calendar on the community and state.

Approve the proposed 2021-2022 School Calendar as presented.

b. Hybrid Model for the 3rd QuarterJesse Bacon

Over the past several weeks the Bullitt County community has seen an increase in the COVID-19 incident rate. Due to this, (and later directed by the Governor's Executive Order) we transitioned to remote learning, but we also know having our students in-person is academically, socially, and emotionally better for our BCPS students. Input was sought from principals, assistant principals, instructional coaches, and teachers about the benefits and drawbacks of a hybrid model vs. the benefits and drawbacks of remaining in remote learning. The same groups mentioned above assisted with the design of an instructional framework to support teachers in effectively implementing a hybrid model of instruction.
At the beginning of the 3rd nine weeks (January 18th), the proposal is for all students whose families selected in-person learning for the second semester, attend school on an AA/BB schedule for the third quarter (through March 19th) when conditions allow for in-person learning (using multiple metrics including county and district incident rates and internal staffing numbers. The rotational hybrid schedule is the following:

  • Group A: Monday and Tuesday 
  • Remote Learning: Wednesday 
  • Group B: Thursday and Friday 
  • Exceptions: 
  • If/when the weeks we are out of school on a Monday due to holiday, Bullitt Day, etc., then Group A students will attend on Tuesday/Wednesday, and Group B will attend on Thursday/Friday. 
  • If/when the weeks we are out of school on a Friday due to holiday, Bullitt Day, etc., then Group A will attend on Monday/Tuesday and Group B will attend on Wednesday/Thursday. 

Our DPP Department developed the Group A and Group B student groups by using the Infinite Campus algorithm, provided by the state. This algorithm grouped siblings/students into the same group based on households and then took into consideration numbers of students total in each group so that approximately half of the school enrollment would attend per group. 

Below is the calendar that was sent out to staff, students, and the community regarding the proposed schedule: 

The benefits of the AA/BB rotational hybrid schedule is it allows our schools to have smaller groups of students (approximately ½ of school enrollment in each group) in the building, as a whole, to help with implementing our COVID-19 protocols through our health services department. In addition, the Wednesday remote learning day will allow our custodial staff to sanitize that day between the groups of students in our school facilities. Our student learning team has also been working with our administration teams and instructional coaches to provide a recommended instructional framework for instructional planning and delivery in an AA/BB model. 

Approve Bullitt County Public Schools to implement an AA-Remote-BB Rotational Hybrid schedule for the 3rd nine weeks (when the district is able to return to in-person learning) for students who selected in-person learning for the second half of the school year.

c. Athletics Plan for Winter & Spring SportsRachelle Bramlage
At the November Board Meeting, the BCPS Board of Education in conjunction with the Kentucky High School Athletic Association (KHSAA), suspended all winter extracurricular activities.  On Thursday, December 10, 2020, the Kentucky High School Athletic Association approved the start of winter sports allowing districts to begin practicing on Monday, December 14, 2020 with games to resume the week of January 4, 2021.  As mentioned throughout the entire pandemic, our primary focus has been and will always be student safety. In meeting with all levels, including Athletic Directors and Principals, we reviewed our Healthy at Sports Guidelines.  If approved, we are prepared to allow our winter and spring sports to begin training for their upcoming season following the BCPS Winter Athletic Guidance with controlled practices beginning on Tuesday December 15th and competitions beginning Monday, January 11th.
Approve resuming extracurricular activities, excluding fall sports, following the BCPS Winter Athletic Guidance and the Kentucky High School Athletics Association guidance document beginning Tuesday, December 15, 2020.
8. EXECUTIVE SESSION
Recess regular session and enter Executive Session as authorized by: a.) KRS 61.810(1)(c) to discuss pending litigation due to the sensitive nature of the matter and strategy to be discussed with counsel; b.) KRS 61.810(1)(f) for discussions which might lead to the appointment of an individual member for the vacant board seat; and, c.) KRS 61.810(1)(b) to discuss the future sale of real property by a public agency, but only when publicity would be likely to affect the value of a specific piece of property to be sold by a public agency.
