1. CO #15, BLMS Addition/Renovation BG 17-14Bret Highley

Change Order #15, in the amount of $3,507.02, is for Purefoam Roofing to apply the same spray foam material that is covering the new roof to the foam on the existing wall over the top of the new Media Center. This wall has endured water damage over the years and has now allowed water to enter the school. This will change EH Construction's contract from $9,543,735.73 to $9,547,242.75.

1. Leaves of Absence Requests

Stephanie Barnett – Nurse – District Wide – Ms. Barnett requests leave without pay for the dates of January 7th – February 25th, 2019.  She does not qualify for FMLA and has used all her available accrual leave time.

Carrie DeBold – Teacher – Eastside Middle School – Ms. DeBold requests leave without pay for the dates of February 18th – February 22nd, 2019.  She is using 1 week of FMLA.

Jennifer Linder – Bus Driver – Transportation – Ms. Linder requests leave without pay for the dates of January 22nd – February 12th, 2019.  She is using 4 weeks of FMLA.

Lena Humphrey – Teacher – North Bullitt High School – Ms. Humphrey requests leave without pay for the dates of January 9th – March 4th, 2019.  She does not qualify for FMLA and has used all her available accrual leave time.

Hayley Noe – Bus Driver – Transportation – Ms. Noe requests her approved leave time be changed to be January 28th – February 11th, 2019.  Due to the snow day.

Tiffany Yates – Food Service Manager – Old Mill Elementary – Ms. Yates requests leave without pay for the dates of March 1st – March 21st, 2019.  She is using 7 weeks of FMLA.

2. Entry of the Employment Records in the Minutes of Record

Employment records for both the certified and classified personnel for the period of January 2019 through February 2019 are submitted for the Board’s information and inclusion in the minutes of this meeting.

1. Johnson Controls/SimplexGrinnell Fire Systems Inspection & Service AgreementMark Mitchell

This service agreement covers the annual inspections of all fire alarms and suppression systems. The cost for the services is $54,619.00 and is included in the FY19 budget in 0352- Other Technical Services. The agreement has been reviewed by Joe Mills and is acceptable as to form and legality.

2. MOA for KY Division for Air Quality - 2018 Clean Diesel GrantKimberly Joseph

This grant will help BCPS replace an older special needs bus that had already been identified for replacement. By removing an older, less efficient bus off the road, the grant awards BCPS a quarter of the cost of a new, more efficient bus. The total grant award is $25,524.00.

1. NBHS by Kentucky Chess Association

North Bullitt High School requests permission to allow the Kentucky Chess Association to use the building on March 23, 2019 from 7 a.m. to 7 p.m. to hold a chess tournament. The Application and Agreement Form and Liability Insurance Certificate are provided.

2. LJES by Bullitt County Public Library

Lebanon Junction Elementary School requests permission to allow the Bullitt County Public Library to use the facility on March 23, 2019 from 9 a.m. to 3 p.m. to hold a Spring Showcase Community Heroes. The Application/Agreement Form and Liability Insurance Certificate are provided.

i. Appointment of Hearing Officer for LPCBecky Sexton

In accordance with 702 KAR 4:180 School Facilities Plan Manual, the Local Board of Education shall appoint a Hearing Officer for the public hearing to receive comments on the proposed District Facilities Plan. Don Martin, the facilitator, has agreed to serve as the Hearing Officer should the Board desire for him to do so.

j. KCSS Safe School Assessment SurveySarah Smith

The Kentucky Center of School Safety provides Safe School Assessments free of charge for all districts in Kentucky. Bullitt County Public Schools has chosen two schools to participate, Freedom Elementary and Hebron Middle.

Presented is a list of buses to be declared surplus and sold to stay within KDE recommendations for fleet size.

l. Resolution for 2019 KISTA Annual Bus SaleTony Roth

This resolution allows the sale of surplus buses through the 2019 Kentucky Interlocal School Transportation Association (KISTA) annual bus sale. Buses sold through KISTA are put on national and international websites and have been distributed to multiple continents. Past history has shown KISTA bus sales bring significantly higher bids, allowing the district to make more money. Interested local parties may continue to purchase buses through the KISTA sale.

a. Acceleration of Kindergarten Student - L. SchroerluckeSheri Hamilton

In accordance with Senate Bill 35, it is required to have board approval to move a kindergarten student for the purposes of state funding due to kindergarten being half day. Leela Schroerlucke has completed the required assessments and met the criteria for acceleration at the district level accords to BCPS district policy and procedure. Board approval for kindergarten students to accelerate grades is an additional step required by the state. Upon board approval, the district will be allowed to submit the KDE Accelerated Placement Request Form and move forward with accelerating this student.

b. 1st Reading, 08.1132 - Hardship GraduationRachelle Bramlage-Schomburg

The Hardship Graduation Policy 08.1132 is updated based on recent discussions between High School Principals and current Board Members to delineate between hardship and early graduation focused on student participation in school events. The updated policy was reviewed by Buckman, Farris & Mills Law Office.

c. 1st Reading of Revised Policy 08.113 - Graduation RequirementsRachelle Bramlage

The Middle School Credit portion on page four of the policy is revised based on recent discussions with middle school principals. The proposed change is due to the fact there are inconsistencies between the "High School Ready" NWEA norms in Math and Reading as compared to the current policy. Currently, the policy identifies the RIT score of 235 for an eighth-grader to be eligible to take Algebra I during middle school. However, NWEA identifies the RIT score of 243 as the current indicator for High School Ready. The draft does not have a specific number but a minimum score since national norms are updated every two years by NWEA. This will allow the policy to adapt to national assessment norm changes.

d. BLMS Request for Two Certified Intervention TeachersJennifer Wooley

Bullitt Lick Middle School Principal Kevin Connors requests permission to hire two Certified Intervention Teachers for seven hours a day, one day a week until K-Prep Testing begins. The Certified Intervention Teachers will provide support in both the 6th grade English and Math departments. These positions will be funded from Bullitt Lick Middle School SBDM funds. In addition, Kevin Connors is requesting the Board to match his request in both days and funding, thus, providing support for two days a week.

Amend the request to hire two Certified Intervention Teachers for Bullitt Lick Middle School to be paid out of the General Fund so the school can keep its SBDM funds.
e. Special Education Request for Additional Staff - Teacher of the Hearing ImpairedJennifer Wooley

Presented is a request to add a district-wide, full-time, Teacher of the Hearing Impaired (HI) for the remainder of the 2018-2019 school year only. Funding is available for the additional position in the IDEA budget.
