1. CO#1, MWES Freezer/Cooler- Unused Funds

Approval was given at the August 28, 2017, Board meeting for the Maintenance Department to install a B&G PL55 pump for the freezer/cooler in the kitchen at Mt. Washington Elementary School. This deductive Change Order, in the amount of ($4,596.50), is for the return of unused funds back to Bullitt County Schools. The original order was $6,045.00 with only $1,448.50 being used.

2. BG-4 MWES Freezer/Cooler Pump

The Kentucky Department of Education (KDE) now requires that any work performed by Bullitt County Public School staff using the construction funds must be submitted to FACPAC as a separate contract and thus be closed out with a BG-4 document. Presented is the BG-4 Closeout document for the installation of a B&G PL55 Pump for the freezer/cooler at Mt. Washington Elementary School. The materials used in this project totaled $1,488.50.

3. CO #1, MES Freezer/Cooler Circulating Pumps

Per the new KDE paperwork requirements mentioned previously, this contract is for the installation of circulating pumps in the kitchen freezer/cooler at Maryville Elementary School that the Board approved on August 28, 2017. This deductive Change Order is for the correction of a mistake that was made when information was being uploaded to the FACPAC system. The total PO amounts of $1,461.72 was added to the approved amount of $3,245.00 in error, making the amount in FACPAC $4,706.72. This deductive Change Order for the amount of ($1,461.72) will correct the entry mistake.

4. CO#02, MES Freezer/Cooler - Unused Funds

Presented is deductive Change Order#02, in the amount of ($1,783.30) for unused funds for the installation of circulating pumps in the kitchen freezer/cooler at Maryville Elementary School.

5. BG-4, MES Freezer/Cooler Pumps

Presented is the BG-4 Closeout Form for the installation of circulating pumps for the kitchen freezer/cooler at Maryville Elementary School. The funds for this project totaled $1,461.72.

6. BG-4 MES - Spray Foam Insulation

Approval was given at the January 22, 2018, Board meeting for Thermospray to spray foam insulation above the ceiling in the exterior walls at Maryville Elementary School. As per the new requirements by KDE for work performed out of the general contractor's contract, this project must be submitted in the form of a new contract and thus closed with the BG-4 process. This BG-4 Closeout document is for the services of Thermospray in the amount of $7,700.00.

7. BG-1 Guaranteed Energy Savings Contract with Trane, U.S. Inc.Mark Mitchell

Presented for the Board's approval is the BG-1 as it relates to the Guaranteed Energy Savings Contract. Project funding for the GESC, which includes architectural design services, will be generated through local, FSPK bond sales in the amount of $138,656.00 and GESC bonds in the amount of $9,981,344.00. The total cost of the GESC project is $10,120,000.00.

8. C.O. #4, BLMS Addition/Renovation Project - Unsuitable SoilBret Highley

Flynn Brothers created a number of test holes to observe the ground conditions for the new road that will connect Highway 44 to Blue Lick Road. Poor soil conditions were found at the location under the relocated roadway. Based on recommendations by GEM Engineering, the grade needs to be undercut to an average depth of 12” below the unexcavated level and 4” minus stone brought on site for appropriate fill under the new paved roadway. This work is similar but not as extensive as the undercut and fill at the foundation at the gym and entrance addition. This Change Order in the amount of $35,750.00 will increase EH Construction’s contract from $9,022,264.93 to $9,058,014.93.

Jessica Buck – Teacher – Crossroads Elementary School – Ms. Buck requests leave without pay for the dates of March 26– April 30, 2018.  She is using 6 weeks of FMLA.

Joseph Cichan – Lunchroom Monitor - Old Mill Elementary – Mr. Cichan requests leave without pay for the dates of February 6 and February 21, 2018.   He does not work enough hours to earn accruals.  He had a medical issue.

Tina Contreras – Teacher – Eastside Middle School – Ms. Contreras request leave without pay for the dates of April 26 and 27, 2018.  She is using her available accrual leave.  She has a non-medical issue.

Jammie Creek – Teacher – Pleasant Grove Elementary – Ms. Creek requests leave without pay for the date of March 16, 2018.  Due to a previous issue she has used all of her available accrual leave time.  She has a medical issue.

Kayla Greene – Teacher – North Bullitt High School – Ms. Greene requests leave without pay for the dates of March 30 – April 30, 2018.  She is using 9 weeks of FMLA.

Kelly Holsclaw – Teacher – Mt. Washington Middle School – Ms. Holsclaw requests a leave of absence for the remainder of the 2017/2018 school year, beginning March 1st, 2018.  She has a medical issue.

Pamela Jenkins – Cook/Baker – Zoneton Middle School – Ms. Jenkins requests leave without pay for the dates of February 22–28 and March 1–2, 2018.  She does not qualify for FMLA and has used all her available accrual leave time.  She has a medical issue.

Chad Laswell – Teacher – North Bullitt High School – Mr. Laswell requests leave without pay for the dates of February 23 and March 20, 2018.  He is using 1.41 days of FMLA. 

Brenda Lipscomb – Cook/Baker – Bullitt Central High School – Ms. Lipscomb requests leave without pay for the date of February 8, 2018.  She does not work enough hours to earn accruals.  She had a medical issue.

1. Paroquet Springs Conference Centre Contract for Kindergarten Kickoff EventJohn Roberts

Presented is the contract for the annual Kindergarten Kickoff scheduled for Tuesday, July 24, 2018, from 4:00 - 7:00 p.m. at the Paroquet Springs Conference Centre in Shepherdsville.

2. Rangaswamy & Associates Agreement with BEHS Athletic Boosters for Baseball Dugout ExpansionMark Mitchell

Bullitt East High School has submitted an agreement for engineering services with Rangaswamy & Associates for a Baseball Dugout Expansion project funded by the Bullitt East High School Athletic Boosters. The contract has been reviewed by Buckman and Farris PSC for form and legality. Funding to cover the cost of professional design services will come from the Bullitt East Athletic Boosters. An account will be set up with our Finance department and all transactions to pay for the professional services will go through this account.

3. Chromebook Lease with Insight ServicesJim Jackson

District Technology Coordinator Jim Jackson has worked with Insight Financial Services of Franklin, TN for the upcoming Chromebook lease. In addition to leasing, they also offer several other services that are beneficial to the district. Insight Financial's leasing rate is 0.258702, compared to 0.2615 from Lenovo Financial and 0.26122 for HP Financial. This lease will lock in the rate with Insight. Joe Mills has reviewed the document and it is acceptable as to form and legality. 

4. Envision Learning Partners ContractAdrienne Usher

This contract is for professional development services with Envision Learning Partners from Oakland, California for the remainder of the 2017-2018 school year. Envision Learning Partners provides consulting for college and career readiness assessment systems, K-12 by assisting districts and schools with the creation of graduate profiles aligned to competency-based assessments. A district team representing a variety of roles within the district will participate in the training and assist with leading the work at the school and/or district level. Goals for this training will focus on providing feedback after team creation of a graduate profile (completed on March 14th) to be piloted and measured for the 2018-2019 school year. In addition, we will be creating a prototype of defenses of learning and work on alignment with a strategic plan of all work across the district and at schools. In addition, this work complements current work of creating thinking-focused classrooms and increasing student ownership of learning and doing. The rise of personalized learning, the assessment movement towards competencies and grant funding opportunities offered through the KDE on competency-based systems it is essential to provide training to gain a thorough understanding of this work and assistance for implementation, as appropriate. The total cost of all Envision Learning Partners services is $2,000 including travel. All training will be in person and virtually. Funding if available in the Student Learning Department budget. This contract has been reviewed by Eric Farris.

The Bullitt East High School girls basketball team requests permission to host a basketball tournament at Bullitt East and Crossroads Elementary on April 14-15, 2018. MidAmerica Sports Center LLC will facilitate the tournament splitting the profits 50/50 with the girls basketball program. MidAmerica Sports will organize and schedule the tournament and BEHS will supply the facility and workers. They will have district employees at all sites during the tournament. Provided are the Application and Agreement Form and Liability Insurance Certificates for Bullitt East and Crossroads.

2. NBHS by Gym Rats Basketball Association for Boys Basketball Fundraiser

The North Bullitt High School boys basketball team requests permission to host a basketball tournament at the school on May 19-20, 2018. Gym Rats Basketball Association will facilitate the tournament splitting the profits 50/50 with the boys basketball program. Gym Rats will organize and schedule the tournament and North Bullitt High School will supply the facility and workers. They will have district employees at all times during the tournament. 3. NBHS by Midwest Basketball Tournaments - Basketball Fundraiser

The North Bullitt High School boys basketball team requests permission to host a basketball tournament at the school on June 2-3, 2018. Midwest Basketball Tournaments will facilitate the tournament splitting the profits 50/50 with the boys basketball program. Midwest will organize and schedule the tournament and North Bullitt will supply the facility and workers. They will have district employees at all times during the tournament. Provided are the Application and Agreement Form and Liability Insurance Certificate.

4. NES Driveway and Parking LotKeith Davis

The Bullitt County Kiwanis Club has offered to renovate the old baseball field area located behind Nichols Elementary School into a walking track and a pavilion for a Farmer's Market. The field and area are still owned by West Bullitt Parks and Recreation, though the group is not active, and the fields have been unused for years. Permission to use the driveway and parking lot at Nichols Elementary School as needed and when not interfering with school or school events as a public service to the community so that citizens may visit a Farmers' Market, utilize the pavilion, and access the walking path to be constructed on the property. It is agreed that there will be no alcohol or other controlled substances sold or used on the property. With the new library and renovated Nichols Elementary, this addition will make the area an attractive community gathering space.

k. Alteration to District Property RequestsMark Mitchell 1. BMS Practice Room for Band Students

Bernheim Middle School would like to create an individualized, practice room for band students. The request involves modifying two (2) existing doors that serve the band instrument storage room by adding 10" x 38" viewing glass to each door. This will allow students to use the space for independent instruction while providing visible observation for the band instructor. The district's maintenance team has met with Principal Katie Stephens and has determined that the doors are not fire-rated and can be modified. The district maintenance team will install the viewing glass. Funding will come from the school's Fund 22 account at the cost of $359.00.

2. EMS Vinyl Window Coverings

Principal Troy Wood requests permission to allow the PTSO to purchase and install vinyl window coverings at Eastside Middle School. This project will be done in phases, beginning with the front entry doors and office windows. Other areas in consideration are the rear entry doors, cafeteria windows and all first floor windows. With the rising concern of school safety, the window coverings will allow staff to see out, while limiting visibility for potential outside threats. Funding for the project will come from the PTSO.

3. EMS 3D Art Display Case

Mr. Wood would also like to purchase and install a 3D art display case at Eastside Middle School. The school will install the wall-mounted display case in the foyer, currently where a bulletin board is located. This will allow students' 3D artwork to be displayed for other students to see as well as the community with visiting the school. The cost for the display case will come from Eastside's Fund 22 account.

4. Food Donation Boxes at FES & HMS

After parent Beth Larson visited Eastside Middle School and saw the food donation boxes and was moved to ask Freedom Elementary and Hebron Middle principals for their support in offering this same service to their community. Presented is a request to construct and install food donation boxes at both schools. Each principal will work through Mr. Robert Beckett with the Shepherd's Pantry. This project will be at no cost to the district.

The Student Learning Department requests early graduation on April 27, 2018, for the seniors listed below that are in the Bullitt Advanced Math and Science Academy (BAMS) that attended Jefferson Community and Technical College, Western Kentucky University's Gatton Academy, and Morehead State University's Craft Academy. Once the cohorts have officially graduated from their respective high schools, colleges can then post student coursework on high school and college transcripts in a timely manner. This action will benefit seniors enrolling in college courses this fall and expedite scholarship opportunities. Each student can choose to participate in his or her college graduation ceremony along with his or her high school ceremony.

Requested is approval for the BCPS County-Wide graduation day to be held on Sunday, June 10, 2018. This year the venue will be Freedom Hall at the Kentucky Fair and Exposition Center. Due to the fact that Jefferson County Public Schools and Oldham County Public Schools have reserved their choice dates for their graduation day at the Expo Center, the first available date for BCPS was June 10th. Even though this is on a Sunday, Mrs. Usher feels that it would be better to graduation on this date rather than having to wait until the following weekend. Graduation during the week would be hard for most families to accommodate due to work schedules. Graduation times have been pushed back to try and accommodate as much as possible for Sunday services. The following is the requested order and times based on a rotation schedule:

Bullitt Central High School     1:00 p.m.

Bullitt East High School          4:00 p.m.

North Bullitt High School        7:00 p.m.

Permission is requested to post nine (9) painter positions and one (1) paint crew supervisor position for the district's summer painting. The cost associated with this work is $50,691.00. Also, funding for the painting supplies has been allocated in 0899 - Other Miscellaneous Expenditures - Maintenance Department in the amount of $20,000.00. The work schedule will be June 11-15, 18-22, and 25-29. Due to the extended school calendar, only 15 of the remaining 19 days will be used in the remaining 2017-2018 budget. The total hours worked will not exceed 40 hours per person / week or 1,200 total hours during this time period. Pending the approval of the budget in May, the positions will extend into July for the 2018-19 school year. The work schedule will be July 2-3, 5-6, 9-13, 16-20, 23-27 and 30-31. The total days worked during July will not exceed 21 days and are a portion of the 39 days requested in the 2018-19 budget. The total hours worked will not exceed 40 hours per person/week or 1,680 total hours during this time period.

CASE# 2018-17:        The ERC met on March 8, 2018, to consider the recommendation of expulsion for Case# 2018-17.  It is the ERC’s recommendation that the student be expelled for violating the Bullitt County Discipline Code as it relates to a terroristic threat.  Educational services by Distance Learning will be offered at the Bullitt Alternative Center (BAC) until graduation requirements are met.
