1. BG-4 Track Resurfacing for NBHS/BCHS/BEHSBret Highley

Presented is the BG-4 closeout document for the resurfacing work on all three Bullitt County High School Tracks. The original contract amount for Corbett Construction Inc. was $1,053,467.00. There were three Change Orders totaling $7,723.91, which brings the total construction amount to $1,061,190.91.

Construction Documents for the Bullitt Lick Middle School Project are presented for approval. Once approved, the documents will be submitted to KDE for approval. Upon KDE approval, solicitation of bids will commence.

1. Entry of the Employment Records in the Minutes of Record

Employment records for both the certified and classified personnel for the period of June 7, 2017, through July 24, 2017, are submitted for the Board’s information and inclusion in the minutes of this meeting.

2. 2017-2018 BCPS Employee Handbook

Submitted is the revised Employee Handbook for the 2017-2018 school year. It will be available for viewing on the district website and available in "hard copy" upon request. The acknowledgment page will be sent to all employees via the TalentEd Records system to be signed electronically and filed in individual personnel files.

1. ShoutPoint Agreement RenewalJim Jackson

ShoutPoint provides the voice lines for the district's Infinite Campus Messenger program. Messages are created through the Infinite Campus system and are distributed through a dialing system provided by ShoutPoint. Schools use this for announcements, school closings, attendance, and other pertinent school-related information. They have also allowed for automatic renewals and have removed the cap on text messages sent by the schools. Joe Mills has reviewed the agreement. Renewal of the agreement is for the 2017-2018 school year.

2. Student Teaching AgreementsJennifer Wooley

Submitted are Student Teacher Agreements for some of the universities and colleges listed below. Those agreements not attached are expected to arrive later in the coming months. Each college/university would like to place teacher education students in Bullitt County Schools for student teaching experiences, clinical experiences, and/or field placements for the 2017-2018 school year.

3. BCATC Principal Reimbursement MOU and ContractLisa Lewis

Presented is the Memorandum of Understanding and Contract with the Kentucky Department of Education for reimbursement of a portion of the ATC Principal salary. The reimbursement amount for FY 18 is $71,635. A component of this agreement is for Bullitt County Public Schools to provide a teaching position with the employee remaining under the authority of KDE. 

4. Child Care Food Program Meal Service Agreement with OVECAngela Voyles

Presented are agreements with the Ohio Valley Educational Cooperative (OVEC) to authorize the sale of bulk meals by BCPS to OVEC for early head start and TAPP program participants. The agreement is a prototype document required by KDE's School and Community Nutrition as part of OVEC's participation in the Child and Adult Care Food Program (CACFP).

5. Architectural Services for Proposed Site Acquisitions - Studio Kremer ArchitectsMark Mitchell

Presented is a proposal from Studio Kremer Architects for architectural services required by KDE for two selected sites. The proposal has been reviewed by Eric Farris and is appropriate as to form and legality and covers the services spelled out under 702 KAR 4:050 Building sites, inspection, approval that are required in determining future building sites. All work will be performed on a not-to-exceed amount of $18,300.00. Funding for this work is available in 0346-Architectural/Engineering Services. Upon completion, the information will be sent to KDE and KYTC for review and recommendation. 

6. BCHS FRYSC MOU/GrantSusan Bibelhauser

Bullitt Central Youth Service Center Coordinator Christy Hardin applied for and received two YSC Youth Program students. She is able to hire two BCHS students to work in the YSC. This is a $1,300 grant value. After a training this month, it will be known if the FRYSC Corps or BCPS will be the fiscal agent. Presented for approval is the request to accept the grant and Memorandum of Understanding with the FRYSC Corps YSC Youth Program. Eric Farris has reviewed the MOU.

7. Annual Special Education ContractsTroy Kolb

Presented are contracts from agencies with whom the Special Education Department conducts business each year. Continuation of the contracts/services is requested.

A. Pacific Interpreters
This agency provides foreign language interpreting services for parents who are not fluent in English, and who attend meetings and events in the district's schools.
B. Center for Accessible Living

This agency provides qualified substitutes for the educational interpreters employed by the district. Educational interpreters provide access to the curriculum for students who are deaf or hard-of-hearing.

C. Bright Stars Physical Therapy - Laura Stone, PT, PSC

Ms. Stone provides physical therapy evaluations and services for students who have PT on their individual education plan. Ms. Stone also provides supervision required by license for the physical therapy assistants employed by the district.

D. Options Unlimited

This agency provides instruction in workforce training and life skills through a community-based job coach program to prepare students with disabilities to reach their post-secondary goals. These are typically students with moderate to severe cognitive disabilities, or other significant disabilities, who are not likely to pursue higher education. The job coaches work directly with students both at school and in job sites to explore interests, develop job readiness, and to practice the soft skills required to maintain employment.

E. Ohio Valley Educational Cooperative - OVEC

OVEC provides a diagnostician to assist with the administration of educational evaluations to students in the special education referral process.

8. Choosi School AgreementAngela Voyles

Bullitt County Public Schools has been selected by the Southeast United Dairy Industry Association (SUDIA) and inTEAM Associates to pilot the Choosi Grab N Go program for SY 17-18. Choosi is a menuing software and interactive application that interfaces with inTEAM production records (a meal preparation documentation system that is currently in use to monitor compliance with meal pattern requirements) that will allow students on the go access to menus and allows for customized meal ordering. The agreement has been reviewed by Joe Mills.

9. Safran Electronic Fingerprint System MOAJennifer Wooley

Presented for the 2017-20018 school year is the Maintenance and Support Agreement with Safran MorphoTrak to utilize the electronic fingerprint system. The Human Resources Department has experienced a much quicker turnaround time for receiving criminal background check results with this system.

10. Bullitt County Health Department for the Early Childhood Healthy Living Program AgreementAshley Byrum

The district applied for and received a grant of $40,000 from the Kentucky Department of Public Health to implement a proposed early childhood healthy living proposal. The agreement outlines that the school district will implement the early childhood healthy living program within identified schools as outlined in the grant proposal provided. The Health Department shall provide $40,000 to the school district within 30 days of receipt from the Kentucky Department of Public Health. The school district shall meet all reporting deadlines as outlined in the agreement. This agreement has been reviewed and found acceptable by Eric Farris with Buckman & Farris PSC.

11. MOA for Camera Access by Local Law Enforcement AgenciesSarah Smith

Presented are Memorandums of Agreement with the local law enforcement agencies listed below to allow officers access to schools' video surveillance during non-school hours and in emergency situations. This collaborative working relationship is important to ensure the safety of students and staff and a rapid law enforcement response in the event of an emergency. Eric Farris has reviewed these agreements.

13. UniFirst Uniform Service Agreement for MaintenanceMark Mitchell

Presented is a customer service agreement for UniFirst to provide uniform rental and cleaning for the Maintenance Department, as well as rug rental and cleaning for rugs at the Central Office. The current budget for uniform services is $11,500. The previous agreement and costs with Cintas totaled about $13,380 for FY17. This agreement with UniFirst is $9,000 for FY18. The UniFirst agreement is for two years, with an option to extend the agreement up to five years. If there are any issues, they have 60 days to correct the problem(s). If unresolved, the district can cancel the contract at that time with no penalties or additional fees. 

14. University of Louisville MOABrenda Pirtle

Provided is a Memorandum of Agreement with the University of Louisville for the College of Education and Human Development (CEHS) for the 2017-2018 school year. The CEHS-UL and BCPS will work together to provide post-secondary opportunities for students enrolled in the Teaching and Learning Pathway. Please see the documentation for the terms of the MOA.

h. Permission to Accept Donations/Grant FundingBecky Sexton

 

1. $1,000 from Dr. Casey Lewis to OMES

Old Mill Elementary School Principal Les McIntosh requests permission to accept a donation of $1,000 from Dr. Casey Lewis to support their wellness and track programs. A portion of the funds will pay for a wellness coach since there isn't one provided to schools. A teacher will be hired to serve as the track coach to be paid from district funds.

i. 2017-2018 Technology PlanJim Jackson

The 2017-2018 Technology Plan for the district reflects the addition of middle schools to the Access 24 Chromebook initiative for the coming year. Several of the goals and initiatives are continuations of previous goals. as they are still pertinent to technology integration. The department will also begin the process of upgrading technology for the renovation of Bullitt Lick Middle School. 

j. Performance Bond Renewal - Lisa LewisLisa Lewis
Per KRS 160.560 and 702 KAR 3:080, it is the duty of each local board of education to bond its board treasurer and any other school employee who is responsible for board of education funds. The official bond shall be executed for the faithful performance of the duties of the office which is guaranteed by a surety company authorized to do business in the state. The amount of the bond is determined by the Board in accordance with the requirement for the penal sum of bonds as summarized in the KAR listed above. Bullitt County Board of Education bonds Becky Sexton, Assistant Superintendent for Support Services, Karen Weaver, Account Clerk, and the Director of Finance and Treasurer, each in the amount of $1,100,000. Documents for Ms. Sexton and Ms. Weaver were approved at the June Board meeting. Presented is the Performance Bond form for Ms. Lisa Lewis, new Director of Finance.
k. Items to be Declared SurplusMark Mitchell

The Department of Facilities has submitted lists of electronic items to be declared surplus. Upon Board approval, these items will be sold at auction or recycled as per district policy. 

l. Textbook Plans for CGES/MES/MWES/BMS/HMSBrenda Pirtle

Textbook Plans for Maryville Elementary, Cedar Grove Elementary, Mt. Washington Elementary, Bernheim Middle, and Hebron Middle Schools have been reviewed by the Director of Elementary Education or Director of Secondary Education and the Assistant Superintendent for Student Learning.

m. Child Nutrition Program (CNP) Application DocumentsAngela Voyles

Each year Bullitt County School Food Services must apply to the Kentucky Department of Education in order to participate in the National School Lunch Program (NSLP), the School Breakfast Program (SBP) and the Afterschool Care Snack Program (ASCP). Requested is review, approval, and signature of the documents needed as part of the KDE application for participation. 

n. 2017-2018 Transportation ManualStaci Goedde

The current Transportation Manual has been reviewed according to the established Transportation Task Force annual review procedures. There are minor revisions to the manual for the next school year which are noted in red. 

o. Digital Driver's LicenseJim Jackson

With the deployment of Chromebooks this school year, there is a change in how the schools will incorporate Digital Citizenship at the secondary level. The district needs to ensure students develop a better understanding for safe internet usage and to learn appropriate behavior while using internet resources. On May 23, 2017, Mr. Jackson met with high school principals and the Director of Secondary Education to discuss this new approach. The Digital Driver's License allows students to complete the needed instruction on Digital Citizenship while minimizing lost instruction time in the classroom. The program allows students to complete the course on their own time at home or at school. The coursework should be completed as soon as possible, but a deadline of August 25th has been set. Please see the additional information provided.

6. UNFINISHED BUSINESS

a. 2nd Reading - Board Policy Update #40Becky Sexton
Submitted are the 2017 KSBA Annual Policy Updates that have been reviewed by Central Office Leadership Staff. The requested additions and/or modifications have been revised to suit the needs of the district. 
b. Revised Salary Pay Scale for Assistant Superintendent PositionLisa Lewis

During the June 2017 Board meeting, an Assistant Superintendent Salary Pay Scale was provided. However, the pay scale reflected the original 1% increase and not the additional 1%. The pay scale should have reflected a total 2% increase. Presented is the revised Assistant Superintendent Pay Scale for the 2017-2018 school year to include the additional 1% with salary negotiations

c. Revised District Assurances for 2017-2018Brenda Pirtle

Presented are the "updated KDE" District Assurances for the 2017-2018 school year. Each section has been reviewed and initialed by the appropriate director and assistant superintendents. The 2017-2018 Assurances were signed and approved at the June Board meeting. At the time, the district was not aware that KDE was going to revise, correct some verbiage and add some additional assurances that were not included in past years. The attached is the signed, updated version from KDE.

7. NEW BUSINESS

a. Treasurer Appointment 2017-2018Becky Sexton

The Treasurer for the Bullitt County Board of Education serves a one-year term and is appointed each year by the Board. For the past several years, the Director of Finance has been appointed Treasurer as the job duties assigned to the Treasurer position are the responsibility of the person serving in the Director's role. It is recommended to appoint Lisa Lewis, Director of Finance, as the Treasurer for the Board for the upcoming fiscal year. 

b. Return-to-Work ProgramJennifer Wooley

During the district's association with BB&T, there have been discussions surrounding the financial impact of a strong Return-to-Work program. Each claim will enter the Experience Mod calculation for a term of three (3) years. If an employee returns to work before the eighth day, then the claim will be reduced by 70% towards the experience rating calculation which directly impacts premium costs. Implementing a Return-to-Work program will provide a way for the district to better manage worker's compensation claims, whereas now the district just oversees claims. The program will provide the means to fully manage claims and costs, and reduce the negative impact on employees by maintaining sick leave and reducing the potential reduction in retirement.  BB&T will provide an analysis on the financial impact of the program at the close of the year. Please see the additional information provided regarding a job-task analysis to develop light-duty tasks. Anticipated cost is less than $50,000 per year. 

c. School and District Data Security and Breach ProceduresJim Jackson
According to new regulations 702 KAR 1:170 Section 3, school districts are now required to publicly acknowledge a review of the Data Security and Breach Notification Best Practices Guide. Mr. Jackson has reviewed this guide and has determined the district is meeting the requirements of the regulation. This information has been shared with administrative staff. All users of the district email or user accounts will receive this information twice a year.
d. Revised Procedure 09.36 AP.2 - Parent/Guardian Permission Form to Allow Transport by Other than District-Provided TransportationRachelle Bramlage-Schomburg

The Bullitt County Board of Education offers a variety of extracurricular activities to students enrolled in school. This broad range of activities places constraints on transportation. As a result, there are events, practices, and extracurricular activities that will require the student's parents/guardians to provide transportation to/from the activity. The coach will provide information regarding the level of transportation by the district. The district will still be responsible for providing transportation to all events and sporting contests. However, the district would like to offer the opportunity for parents/guardians to select the best form of transportation when the district is unable to provide transportation from events, games, and activities. In the past, only three names and contact numbers were requested. This will allow parents/guardians to have a voice when it comes to their child's safety with transportation. The Travel Form 09.36 AP.2 has been reviewed by Joe Mills of Buckman and Farris.

e. Addition of Extended Days to Nurse PositionsJennifer Wooley

Presented is a request to add three (3) extended days to the two school/nurse positions which currently have only two extended days in their contracts. These days are necessary to meet the needs of students and the requirements of the law. The cost will be $1,487.00 and will be paid from the general fund. 

f. Preschool Partnership Tier II Grant & School Readiness Community Coach PositionJennifer Wooley & Ashley Byrum

Bullitt County Public Schools received a $150,000 Preschool Partnership Tier II grant from the Kentucky Department of Education for the Bullitt County Preschool Department to partner with Head Start and Today's Kids Childcare and Learning Center to increase the number of CCAP-eligible children receiving preschool services. Permission to accept the grant is requested. As a result of this grant, it is also requested to create and post the position of School Readiness Community Coach. The position will be funded entirely by the aforementioned grant award and will report to the Director of Elementary Education. The job description is provided for review.


g. Student Discipline Case# 2017-26Keith Davis & Pat Smith-Darnell

Included in your packet is information regarding one (1) student who was recommended for expulsion by the principal.  The Expulsion Review Committee (ERC) has met with the student and parents.  Its findings and recommendations are enclosed for your review.

The recommendation made by the ERC:


CASE# 2017-26:        The ERC met on May 22, 2017, to consider the recommendation of expulsion for Case# 2018-26.  It is the ERC’s recommendation that the student be expelled for violating the Bullitt County Discipline Code as it relates to possession of weapons on school property. Educational services will be offered at the Bullitt Alternative Center (BAC). The student will attend Summer School at BAC for credit recovery. The student will be placed at BAC on August 9, 2017, to work toward achieving set goals. The student may not attend school or district activities or be on any school or district property.   

h. Request for Additional Nursing StaffJennifer Wooley

Presented is a request for an additional Registered Nurse (R.N.) to the District Health Services Staff. This nurse will serve the district in meeting the needs of the diabetic students and those with chronic health conditions, as well as providing on-site preventive nursing services to pregnant and parenting students and their children in the TAPP program. The position will be 186 days - 170 school days, 7 planning days, 4 holidays, and 5 extended days. The revenue growth last year exceeded expectations. A portion of this expense will be absorbed through a Metro United Way grant and the contingency fund. The contingency fund will need to be reduced accordingly within the 2017-2018 budget. Additional information is provided.

i. BEHS Site Work Proposal for Improvement of Surface Water DrainageMark Mitchell

Presented is a request to accept the proposal from Wm. B. Engle, Inc., in the amount of $59,650, for the site work at Bullitt East High School to improve surface water drainage. After repairs were made to three geothermal wells in mid-June, GEM Engineering recommended regrading the site to allow for positive drainage of surface water from the site. Heritage Engineering prepared the engineered, site drawings on July 10, 2017. Three proposals were received and are presented for review and approval. All proposals submitted were responsive and true to scope of work requested. Funding for this work is available in 0346 Architectural/Engineering Services.
