Registrants should pre-register for each workshop they plan to attend, as this helps ensure workshops are assigned to rooms of sufficient size to accommodate interest. This session is designed to help boards refine the process and get the most out of the instrument by discussing real-life scenarios from Kentucky districts. Learn what the boards did in each case, what they would do differently and decide what you would have done.

School district staff may be involved with various types of audits throughout the year. The Kentucky Department of Education may audit attendance, transportation or testing; the federal government may audit any of its education programs. But the school board is responsible for choosing an auditor. Participants learn about the process, the timeline and specific responsibilities regarding the audit.

This session gives board members information on all facets of pupil transportation, aimed at running a smooth district operation. Topics include board policies and procedures, bus replacement, bus safety, extracurricular activities and associated costs, and setting budgets.

The gifted and talented students at Drakes Creek Middle School were an underserved population until the Academy at the Creek was formed. Learn how this project-based learning system provides an arena for student leadership and extending learning.

Learn about the Youth Court diversion program and how students who have volunteered to be part of this leadership class are taking part in resolving behavior problems at their school.

Board members attending this session get a better understanding of the Municipal Information System (MUNIS) for fund accounting used in school district budgets, with an emphasis on Fund 2. Fund 2 encompasses funds earmarked for state, federal or local grants such as Title I, IDEA-B (special education), professional development, safe schools, textbooks and preschool, among others. Discussions focus on how the major Fund 2 grants are calculated and awarded, as well as acceptable expenditures.

This presentation focuses on common employee accidents/claims and OSHA violations that could cause citations and fines to be issued. Participants learn about proven loss control measures that will assist districts in reducing workers’ compensation risk exposures and also help reduce claims and lower premiums.

In a time of great change and uncertainty, sociologist, best-selling author and lecturer Bertice Berry, Ph.D., believes it is imperative that KSBA members recognize the power they have for making a difference. In this presentation, Berry will share the necessary ingredients for recognizing and using that power. “Your purpose is not your job, it is your calling,” Berry says. Using her distinctive style for blending humor and storytelling with research findings, Berry reminds school board members to reflect on their purpose and mission and their alignment with the public schools they serve, leaving them inspired and equipped to continue that work.

At some point, most board members are faced with a superintendent vacancy. Hiring a district CEO is one of the most important roles of a school board, but it can be daunting to carry out. This session provides practical insight boards should know before filling the top job, including statutes and regulations, basic elements, timelines, considerations in undertaking a search, and developing a contract.

We evaluate the performance of our superintendent. We monitor finances, programs and policies. But we don’t always take a critical look at our own board performance or outcomes. John “Bam” Carney, respective chairs of the Senate and House education committees, as they discuss what has happened thus far, and their thoughts on bills impacting school boards that are likely to move from this point forward.

Come and learn the details for capital funds. This session also provides an overview about the capital funds request form and how to use these funds for operating expenses, plus an overview of bonding capacity and issuing bonds.

School districts are required to develop and approve a district facility plan once every four years, and a Local Planning Committee is responsible for developing that plan for the board. This training session helps board members better understand their role in this process as well as the role of the LPC in researching district demographics, program needs, construction funding sources, plan requirements and prioritized needs of the district.

The superintendent holds the authority over most personnel decisions, with state law prohibiting school board members from influencing the hiring of district employees. How is the new state accountability system shaping up? Many Kentuckians have been engaged in the development of Kentucky’s new accountability system. Hear about the process from town hall meetings, to work groups, to an accountability steering committee of education shareholders refining the proposed system. Discuss details of the proposed system and requirements of the federal Every Student Succeeds Act. Learn how a new fair, reliable, valid and simpler accountability system is taking form.

Watch D.O.G.S. is an innovative program that uses the positive influence of fathers and father figures to provide male role models for the students and an extra set of eyes and ears to enhance school security and reduce bullying. These men spend time at school volunteering at least one full day during the school year in a variety of ways, doing whatever needs to be done to plant seeds of success in the lives of students.

The laundry list of variables that impact school district financial reports seem endless, but this session breaks it down into the basics. Learn the fundamentals of the General Fund in concise and easy-to-understand components.

Come learn what every new school board member needs to understand about the statutory and legal environment in which boards operate. The session includes topics such as the Open Meetings Act, board member conflicts of interest, the legal responsibilities of the board, the role of the superintendent, board minutes and the Open Records Act.
3:30PM - 4:45PMD3 Making Superhero Financial Decisions to Control Energy Costs (Sampson Room, 1st floor)

Superheroes use less energy by implementing the latest technologies through practical finance options. Presenters examine the economic analysis from first costs and simple paybacks to using energy reduction as an annuity for capital projects in conjunction with self-financing, performance contracts or KISTA project funding options.

This session updates participants and enhances understanding of risk exposure in schools, including the underlying risks that affect losses – and therefore premiums. This session is designed to help boards refine the process and get the most out of the instrument by discussing real-life scenarios from Kentucky districts. Learn what the boards did in each case, what they would do differently and decide what you would have done.

This session extends the budgeting and resource allocation down to the school level. Participants learn how policy and discretionary decisions impact funding for instructional resources at the school level, including classroom sizes and instructional material. Participants see how the budget extends to the procurement and payment process and get a short overview of restricted funds and the scope of the annual audit.

Users can log in from the comfort of their homes or workplace. With a click of the mouse, agenda and related documents are open and ready for viewing.
