It's almost time for KSBA's Summer Leadership Institute! Get ready to network with colleagues from across the state and participate in informative workshops and general sessions designed to enhance your school board service.

Whether you are looking to meet your yearly training requirements or for new knowledge to help improve your skills, we have something for you!

Registrants should pre-register for each workshop they plan to attend, as this helps ensure workshops are assigned to rooms of sufficient size to accommodate interest. Please note that conference workshops are available on a first come, first served basis and pre-registration is not a guarantee that a seat will be available.

All workshop sessions qualify for Academy of Studies (A/S) general elective credit unless otherwise noted.

Effective school board leadership often involves making ethical decisions. This session looks at board member roles and responsibilities, as well as best practices before, during and after the school board meeting.

The following year brought implementation in all Kentucky school districts. Use this session to discuss successes and challenges of the new instrument and process, along with best practices to ensure the SPGES assists your board/superintendent team to become more effective leaders.

Hear a brief summary of what was accomplished during the 2016 Kentucky legislative session and look forward to potential issues for the 2017 session. What policy changes need to be made in 2017 to improve student learning? What policy changes do you need as a school board member to improve your district? Led by Hope McLaughlin, KSBA’s Governmental Relations director, we’ll discuss these issues, potential legislative policy priorities for 2017, and how board members can start now to advocate for change. Also during the opening session, McLaughlin will present the CAPE (Celebrate Advocacy for Public Education) Award to a board member and superintendent.

The Every Student Succeeds Act (ESSA) became law in December 2015 and implementation is moving forward at warp speed – while Congress keeps a watchful eye. Join NSBA deputy associate executive director Lucy Gettman to get an overview of the law, an update on the status of implementation at the federal level and insight into issues of interest to school board members. Then learn about ESSA from the state perspective as this historic reauthorization unfolds.

Come learn what every new school board member needs to understand about the statutory and legal environment in which boards operate. The session, presented by KSBA's staff attorney, includes topics such as: the open meetings act, board member conflicts of interest, the various legal responsibilities of the board, the role of the superintendent, board minutes and the open records act.

The school board has an ongoing two-way conversation with the entire community. That sounds good, but what does it mean? What is the board’s role in this work and how does it begin? Why should a board want to engage its community? Why is community engagement essential to public education? Attend this session to learn the answer to these questions and how the board can fulfill its role in community engagement.

Join KSBA and the Kentucky Center for School Safety staff to learn how the new statewide bullying definition may impact you as a board member, from approving new policy language to revising the Student Discipline Code.

How is the new state accountability system shaping up? A steering committee of education stakeholders and its work groups are looking at the options based on feedback received in a series of town hall meetings and on the new federal Every Student Succeeds Act. Learn how a new fair, reliable, valid and simpler accountability system is taking form.

We evaluate the performance of our superintendent. We monitor finances, programs and policies. But we don’t always take a critical look at ourselves. High performing school boards know that the only way to build on strengths and address challenges is to examine their governing performance. Participate in this positive, non-threatening process designed to help any board function more efficiently and effectively.

Arming civilians on school property continues to be a hot topic. Participants in this session receive information on relevant laws and learn about the impact of arming or not arming teachers and school personnel. In addition, attendees can participate in tabletop scenarios on school safety issues.

Capital Funds are the source of protected monies to support the renovation and construction of school facilities. Would you like to know how these funds are generated? Would you like to know what restrictions are applied to these funds? Come and learn the details about capital funds, bonding capacity, and issuing bonds as well as the capital funds request form and how these funds may be used for operating expenses.

How do you effectively govern on a school board? What are the roles and responsibilities of the board and how do they differ from the roles and responsibilities of the superintendent? Come learn the basics of effective governance based on well-researched principles, watch examples of boards that exhibit good governance, and network and share ideas with other board members. And finally, find out why it’s important to think about neon signs and light bulbs!

Kentucky’s Minority Superintendent Internship Program identifies and prepares highly qualified and effective minority candidates who are poised to make a successful transition into superintendencies in the state’s school districts. 2:45PM - 4:00PMC5 Suicide Prevention Training: A Good Idea – and It’s the Law (SALON C)
(A/S Level II Required Topic “School Safety & Discipline”)

State law requires all middle and high school teachers, principals and guidance counselors to annually review material on suicide prevention and to provide awareness materials to all students beginning in middle school. This session highlights a free resource from the Kentucky Center for School Safety that teaches educators to recognize the risk factors, protective factors and warning signs associated with depression, suicidal ideation and suicidal behavior.
2:45PM - 4:00PMC6 Using Data-Driven Decision Making and Best Practices in School Facility Projects (SALON D)
For districts with a construction project or school renovation coming up, this session explains best practices to meet state laws for building and renovation of school facilities. Participants also learn about alternative methods of procuring fixed equipment through KRS 45a, and see how to use data to help reduce risks in construction projects while ensuring quality and accountability when investing in school facilities.
