7. Bid Openings

Motion Passed:  Motion made for the Court to approve the bid for repairs of Shiloh Bridge abutments. Only (1) bid received by H.B. Stanley & Sons for (2) abutments at $30,000.00. passed with a motion by Larry Keown and a second by Kenny Autry.

8. Mike Nall-Career Center
Discussion

Mike Nall came before the Court to talk about what services the Career Center offers to the people of Ohio County. He told the Court that he and his office staff inform job-seekers of available jobs in Ohio County and surronding counties. They help with resumes and take applications to be mailed out to companies. They also assist with signing people up for unemployment. The Career Center is open Monday-Friday, 8am-4pm.

9. Wage Subsidy-Susan Chinn
Actions Taken

Motion Passed:  Motion made for the Court to approve to hire, John Jones as a maintenance/grounds keeper on the wage subsidy program for 6 months at $8.25 per hour effective date August 15, 2011 passed with a motion by David Johnston and a second by Brandon Thomas.

10. Road Closings
Actions Taken

Motion Passed:  Motion made to the Court to approve the appointment of (3) viewers for the road closing committee: County Road Supervisor, Joe Woods, Chief Deputy, Steve Kimble, and Citizen, Rex Gossett. They are to view Cotton Lane and Riverview Road and report back to the Court their findings. passed with a motion by Larry Keown and a second by Kenny Autry.

Actions Taken

Motion Passed:  Motion made that the Court go into Closed Session to discuss personnel issues, the legal authority that allows the Court to go into closed session is KRS 61.810(f) passed with a motion by Larry Keown and a second by Kenny Autry.

Motion Passed:  Motion made that the Court comes out of Closed Session no business was discussed, a personnel issue was discussed and no action was taken. Judge Johnston stated that no action was taken passed with a motion by Brandon Thomas and a second by Jason Bullock.

Motion Passed:  Motion made for the Court to reflect in the minutes a county road department employee's change of pay rate, Jerry Embry's pay to be retroactive back to May 1st, 2011 at $13.00 per hour, full-time status passed with a motion by Brandon Thomas and a second by Jason Bullock.

Motion Passed:  Motion made for the Court to approve for random drug testing for all County employees effective August 10, 2011 passed with a motion by David Johnston and a second by Larry Keown.

Motion Passed:  Motion made by recommendation of Judge Executive, David Johnston for the Court to approve the appointment of Debbie Phelps to the Ohio County Library Board for a (4) year term, effective August 9, 2011 and expiring on August 9, 2015 passed with a motion by David Johnston and a second by Brandon Thomas.

Motion Passed:  Motion made for the Court to approve to hire Jeff Stenberg to make repairs to Allen Lane, and the County will supply the tile/materials to make the repairs passed with a motion by Brandon Thomas and a second by Michael McKenney.

Discussion

County Clerk, Bess Ralph told the Court that at a prior meeting she had discussed with them getting some upgrades in her office to help with the reapportionment in the county, she said that after further investigation she decided the county was okay at this time and no purchases would need to be made, she also thanked the Court for the lights that were installed in her office.

Animal Control Officer, Josh Wright discussed with the Court the purchase of a new truck and insurance on the old truck.

Magistrate Michael McKenney talked with the Court about the Sheriff's department and the condition of the fleet of cars, as well as any County vehicle and said the Court needs to look into the upkeep and condition of each vehicle.

Magistrate Jason Bullock said he had some questions to discuss with the County Treasurer about some discretionary money for some tile work and that he would talk with her later.

Magistrate Brandon Thomas brought up the library appointment that needed to be made.

Magistrate Brandon Thomas also brought up the issue of the airport and asked the Court who needed to be responsible for the mowing. Park Director, Susan Chinn said that at this time the mowing was behind at the park and they would not be able to do the mowing.
