Discussion

After discussion among the Court and with attorneys representing, Mr. Dan Zielinski and Mr. Steve Geary, the Court was informed of a civil suit filed in Ohio County Circuit Court. County Attorney, Greg Hill informed the Fiscal Court that the road is closed and Judge Executive, David Johnston said no action would be made by the Fiscal Court at this time.

10. Approve 2nd Reading of Floodplain Ordinance #2011-13

Motion Passed:  Motion made by Kenny Autry that the Court approve the 2nd Reading of Floodplain Ordinance #2011-13 passed with a motion by Kenny Autry and a second by Larry Keown.

11. Open Bids-Generators
Actions Taken

Motion Passed:  Motion made by Brandon Thomas that the Court accept the bid from Dewayne Taylor for the Courthouse and EMS building generators passed with a motion by Brandon Thomas and a second by Jason Bullock.

12. Approve 1st Reading of Animal Control Ordinance
Actions Taken

Motion Passed:  Motion made by Jason Bullock that the Court accept the 1st Reading of Ordinance #2011-14, Animal Control passed with a motion by Jason Bullock and a second by Larry Keown.

13. Rip Wright - Ohio County Jail Transfer Request
Actions Taken

Motion Passed:  Motion made by Larry Keown to transfer up to $60,000 from the Occupational Tax Fund into the Jail Fund passed with a motion by Larry Keown and a second by Kenny Autry.

14. MAGISTRATE LARRY KEOWN DISTRICT 4 TO PERFORM MARRIAGES

Actions Taken

Motion Passed:  Motion made by Brandon Thomas that the Court approve a request made by Jailer, Rip Wright that any vehicle the County Jail uses for trash pickup may use "Blue lights" for safety reasons passed with a motion by Brandon Thomas and a second by Michael McKenney.

16. Rip Wright-Policy and Procedure

Motion Passed:  Motion made by Larry Keown that the Court approve a request by Jailer, Rip Wright to approve the County Jail's policies and procedures passed with a motion by Larry Keown and a second by Kenny Autry.

17. Committee Reports
Discussion

Reapportionment Committee- wants to meet for a "Special Call" meeting on Tuesday, May 31, 2011 at 10:00 am to finalize a proposal. During this meeting the Insurance Committee will discuss quotes for County insurance. No action was taken.

Administrative Code Committee- (Evaluation) have in writing by each department supervisor a "significant incident report" for employees, also a GRADD representative will train each department head. No action was taken.

Weight Limit Committee- met with (4)representatives of county lumber industry: Sonny Youn,Henry Chris, Dunaway, Bobby Geary, Chuck Courtney,looked at a proposal that was to go before the Court, but there was disagreements with it. The lumber organizations want 2 years to "police" themselves. County Attorney, Greg Hill reminded the Court that the Ordinance will apply to all overweight vehicles. No action was taken.

Motion Passed:  Motion made by Brandon Thomas that the Court allow Judge Executive David Johnston to sign an agreement with Fish and Wildlife passed with a motion by Brandon Thomas and a second by Larry Keown.

Motion Passed:  Motion made by Judge Executive, David Johnston that the Court authorize, under KRS 402.050, to appoint Magistrate, Brandon Thomas to perform marriages passed with a motion by David Johnston and a second by Kenny Autry.

Motion Passed:  Motion made by Judge Executive, David Johnston that the Court authorize, under KRS 402.050, to appoint Magistrate Kenny Autry to perform marriages passed with a motion by David Johnston and a second by Larry Keown.

Motion Passed:  Motion made by Brandon Thomas that the Court allow Judge Executive, David Johnston to sign an agreement with Kentucky Fish & Wildlife concerning Rochester Ferry improvements passed with a motion by Brandon Thomas and a second by Larry Keown.

Motion Passed:  Motion made by Judge Executive, David Johnston by recommendation of County Clerk, Bess Ralph that the Court hire Betty Lyle as a Deputy Clerk, effective May 24, 2011 at $10.75 per hour passed with a motion by David Johnston and a second by Jason Bullock.

Motion Passed:  Motion made by Judge Executive, David Johnston by recommendation of County Clerk, Bess Ralph, that the Court hire as a Deputy Clerk, Angie Witt effective May 30, 2011 at $10.75 per hour passed with a motion by David Johnston and a second by Kenny Autry.

Motion Passed:  Motion made by Brandon Thomas that the Court use funds from Communtiy Contributions to replace a tile and supply some gravel to Penn Chinn Cemetery in Echols passed with a motion by Brandon Thomas and a second by Kenny Autry.

Motion Passed:  Motion made by Brandon Thomas that the Court give any ownership or claim to the closed section of New Bethel Church Road over to the rightful owner, David Jennings or whomever has ownership passed with a motion by Brandon Thomas and a second by Kenny Autry.

Motion Passed:  Motion made by Kenny Autry that the Court approve to add a 1,300 ft. waterline on Cane Run Road costing $9,875.00 passed with a motion by Kenny Autry and a second by Michael McKenney.

Motion Passed:  Motion made by Brandon Thomas that the Court accept a proposal from the The Bank of Ohio County to continue with the County's business account passed with a motion by Brandon Thomas and a second by Jason Bullock.

Discussion

Judge Executive, David Johnston appointed a Needs Assessment Committee, the committee will consist of Magistrate, Michael McKenney, Magistrate Brandon Thomas and Ohio County Tourism Director, Renetta Romero
