Motion Passed:  Motion made by Judge Johnston that the Court approve to hire a 911 Dispatcher, James Dewayne Bowlds, as a temporary position at $9.00 an hour for a probationary period of 6 months, effective May 1, 2011 passed with a motion by David Johnston and a second by Brandon Thomas.

Motion Passed:  Motion made by Judge Executive Johnston that the Court hire a 911 Dispatcher, Tara Leachman, at $9.00 per hour for 6 months probationary period effective May 1, 2011 passed with a motion by David Johnston and a second by Jason Bullock.

9. Generator Bids

Motion Passed:  Motion made by Larry Keown that the Court move to reject all bids for courthouse generator and EMS building generator bids passed with a motion by Larry Keown and a second by Jason Bullock.

10. Audubon Area Senior Service Corps. - Robyn Mattingly
Discussion

Robyn Mattingly, with Audubon Area Community Services and Senior Service Corps presented information to the Court about the Senior Companions and Foster Granparent Programs. She requested from the Court a contribution to help fund these programs and after some discussion the court decided to look into making a contribution after July 1, 2011, once the new budget for the new fiscal year was finished.

11. Citizen Corps - Judd Pomeroy
Discussion

Susan Sorrels for Citizens Corps gave a presentation and Judd Pomeroy, staff member with GRADD/director of Citizens Corps Council gave a presentation to the Court.

Motion Passed:  Recommendation by Judge Executive, David Johnston that the Court approve to appoint to the Tourism Board, Dan Lee, with Beaver Dam Inn representing the motel industry passed with a motion by David Johnston and a second by Brandon Thomas.

Motion Passed:  2. Motion made by Brandon Thomas that the Court accept all bids that were submitted for the County's supplies and materials, with the exclusion of #6-Fuel-Valor Oil, passed with a motion by Brandon Thomas and a second by Michael McKenney.

Actions Taken

Motion Passed:  Motion made by Michael McKenney that the Court take in a County road-Maiden Loop, which connects to Maple Leaf with a distance of 0.29 miles passed with a motion by Michael McKenney and a second by Brandon Thomas.

Motion Passed:  Motion made by Brandon Thomas to survey a farm on New Bethel Church Lane and have the land to be a quick claim deed to Mr. David Jennings. There were (3) "viewers" appointed to look at the road and they were: Joe Woods, Steve Kimble, and Ben Ashby passed with a motion by Brandon Thomas and a second by Jason Bullock.

Motion Passed:  Motion made by Larry Keown that the Court approve to use Coal Severance Tax money -50% of additonal taxes, above the $185,000.00 (quarterly) be put into the Road Department for improvements passed with a motion by Larry Keown and a second by Brandon Thomas.

Motion Failed:  Motion made by Larry Keown that the Court approve to use the other 50% of Coal Severance Tax money (quarterly) to go in an emergency fund and used for any allowable expenses that the Court deem necessary failed with a motion by Larry Keown and a second by David Johnston.

Motion Passed:  Motion made by Larry Keown that the Court advertise to hire 2-4 seasonal (up to 6 months)positions for the County road department at $10.00 per hour, provided that there is money in the Road Department's Budget passed with a motion by Larry Keown and a second by Jason Bullock.

Motion Passed:  Recommendation made by Judge Executive, David Johnston that the Court hire Leslie Carden as a substitute meal driver, at $7.25 an hour effective May 11, 2011 passed with a motion by David Johnston and a second by Larry Keown.

Motion Passed:  Recommendation by Judge Executive, David Johnston that the Court "callback" Ronnie Tyler as a seasonal employee at the County road department at $10.00 an hour effective May 2, 2011 and all seasonal employees will be called back that were laid off passed with a motion by David Johnston and a second by Larry Keown.

Motion Passed:  Recommendation by Judge Executive Johnston by Chief Deputy, Steve Kimble to hire John David Thompson, as part-time deputy sheriff at $10.00 per hour, effective May 16, 2011 passed with a motion by David Johnston and a second by Kenny Autry.

Motion Passed:  Motion made by Brandon Thomas that the Court authorize County Treasurer, Anne Melton to issue a check for $550,000.00, which came from GRIDDA, to be applied to the previous commitment of $3,000,000.00, made with the Ohio County Water District passed with a motion by Brandon Thomas and a second by Jason Bullock.

Discussion

Magistrate Brandon Thomas asked the Court about a cemetery in Echols that was in need of a tile and some rock, also a letter was going to be drafted by County Attorney, Greg Hill, to go to a person responsible for littering the cemetery. No actions were taken.

Magistrate Jason Bullock received a letter from Dan Zielinski of Zielinski Coal Mining Company. There was an issue with the prior Court closing a road through Mr. Geary's property and he was petitioning the Court to rescind the order and to make the road revert back to the owners. A motion was made by Michael McKenney to table this issue for further discussion, it was determined no motion was needed to add topic to the next agenda, so he withdrew the motion.

Whitney Lane Contract was discussed and it was thought that the homeowners had to pave the road.

Park Director, Susan Chinn came forward to address the Court and to rescind the previous idea of creating a paylake at the Ohio County Park.

20. Closed Session
Actions Taken

Motion Passed:  Motion made by Brandon Thomas that the Court go into Closed Session for the discusssion of a Temporary Road Foreman. No other business will be discussed during the Closed Sesson and no official action shall be taken ro consensus made by the Fiscal Court. The legal authority that allows us to go into closed Session id KRS 61.810(1)(f) which authorizes the Fiscal Court to have discusssions of proposed or pending litigation against or on behalf of the public agency passed with a motion by Brandon Thomas and a second by David Johnston.

Motion Passed:  Motion made by Judge Executive David Johnston that the Court approve to come out of Closed Session and back into Open Session. No other business was discussed or action taken during Closed Session except what was stated before going into Closed Session passed with a motion by David Johnston and a second by Kenny Autry.
