It's time for KSBA's 77th Annual Conference! Get ready to network with colleagues from across the state and participate in informative workshops and general sessions designed to enhance your school board service.

Take the 'next step' in your professional development and see what we have planned for this year's event!

All sessions are open to all board members, regardless of experience and qualify for Acadamy of Studies (A/S) general elective credit unless otherwise noted.

Registrants should pre-register for each workshop they plan to attend, as this helps ensure workshops are assigned to rooms of sufficient size to accommodate interest. Please note that conference workshops are available on a first come, first served basis and pre-registration is not a guarantee that a seat will be available.(Pre-conference sessions are guaranteed with advance registration).

His "Hootie-Hoo" Attitude will supply board members with the necessary tools to break down self-imposed obstacles, revealing the value within us all.

Kentucky has adopted a kindergarten readiness definition and, with KDE, has adopted a common kindergarten readiness screener for children entering kindergarten. Data is now available from the 109 districts that implemented the common screener in 2012. Learn how to use the county profiles that will provide a snapshot of your community and risk factors for kids, while learning the implications for your schools, communities, families and children.

Learn how student tobacco use is associated with lower grades and increased absenteeism. Hear best practice policies and procedures to reduce tobacco use from school districts across the state and a local school’s perspective. This session will cover crafting a strong policy, enforcement and community relations.

Kentucky Auditor Adam Edelen has undertaken audits of school districts. He will discuss the findings and their potential impact on the role of school board members. Staff from his office also will discuss recommendations and best practices to enhance the financial and administrative oversight of school districts.
3:15PM - 4:30PMA11 Speak Up, Stop Bullying – A School and Community Initiative (Breathitt, 2nd flr.)
McCracken County Schools partnered with government and civic leaders to take measures to prevent bullying school-wide. School and community leaders joined forces to take a proactive stance against bullying and encourage students to “Speak Up – Stop Bullying” in their schools and communities.
3:15PM - 4:30PMA12 Leaping into Personalized, Digital Learning: Grades 5-12 (Nunn, 2nd flr.)
This session will focus on increasing instructional rigor, engaging students and providing high-quality feedback through a personalized, digital learning initiative. Cloverport Independent Schools began a one-to-one iPad initiative for students in grades 5-12 in August 2012 and the results have been impressive and affordable.

How can you drive improved productivity in your district? This roundtable session will provide participants with “the next steps” through direct interaction with a productivity expert who will help explore opportunities for resource reallocation in their home districts.

This informative, interactive session will provide background and rollout plans for Kentucky’s new professional growth and effectiveness system for teachers and principals, which will replace the current evaluation system and change the way schools support employees. School board members and district leaders will have a chance to brainstorm about the steps needed to prepare for the statewide pilot (2013-14) and full implementation (2014-15), when the new system will be included in the accountability index for all districts.

Keynote speaker Wes Moore is committed to being a positive influence and helping kids find the support they need to enact change. Pointing out that a high school student drops out every nine seconds, he says that public servants – the teachers, mentors, volunteers and school board members who work with our youth – are as imperative to our national standing and survival as are our armed forces. “Public service does not have to be an occupation,” he says, “but it must be a way of life.”

Youth advocate Wes Moore, bestselling author of The Other Wes Moore, was an Army officer, Rhodes Scholar and White House fellow.

Recent school district audits by the state auditor have referenced school board oversight and responsibility. Against that backdrop, David Baird, KSBA’s associate executive director, will discuss financial best practices and board member responsibilities and oversight. To give boards resources, Larry Roach, PSST president and CEO, will outline the types of data available from the school district financial management system (MUNIS), as well as from other sources.
1:30PM - 2:45PMC2 Board Governance: Moving Beyond Superintendent Evaluations (Laffoon, 1st flr.)
This session will address the major responsibility of a board of education: effective governance. Learn how Greenup County benefited from using a 360-degree assessment and how this process can enhance current superintendent evaluation practices. By integrating this process into current superintendent evaluation procedures, boards of education and superintendents can benefit from improved communication, goal setting, data collection and role clarification.

School leaders will share how a district created a growth mindset to move from Good to Great. With the board of education as the catalyst, the district moved forward, maximizing resources and securing the right tools to monitor progress. Join Kentucky High School Athletics Association Commissioner Julian Tackett and KSBA staff as they share important information that board members need to know about KHSAA and athletic programs in their districts. (Framework of Innovation for Reinventing Education) gives students both what they want and what they need to succeed.

Learn how a district is engaging students in the improvement process by activating the student voice. The SSAC is a partnership between students and the superintendent to bring issues and ideas generated by students to the forefront, enhancing the student experience and preparing them for college/careers and productive citizenship.

Kentucky districts will be required to use a kindergarten screener next fall and will want to improve children’s readiness for school as a way to increase achievement and close gaps. In 2010 energy management became a state law and budget-driven priority for districts. KSBA School Energy Manger Project Director, Ron Willhite will provide an update on the School Energy Managers Project and new resources to fund district energy managers. He will outline the significant potential for additional savings and describe energy conservation measures to capture those savings

Board members play a key role in developing, supporting and monitoring the Individualized Learning Plan (ILP) that is part of the training and certification required of all first- and second-year superintendents. If your district has a new superintendent this year or anticipates a vacancy in the near future, please join us at this session for a review of the seven leadership standards that are included in the ILP.

Transportation to and from school and related activities is a significant responsibility for Kentucky school districts. This session will review some basic risk management considerations for providing a safe transportation program.

The new Districts of Innovation legislation will free schools from rules and regulations standing in the way of efforts to impact student achievement through innovation. In addition, The Fund for Transforming Education in Kentucky has been launched to help support these innovations. This session will cover the school board’s role in supporting and budgeting for innovation, details of the Districts of Innovation application process, application scoring and expectations and timelines, along with examples of innovation models being considered by Kentucky districts.

This session extends the budgeting and resource allocation down to the “desktop”. Participants will learn how policy and discretionary decisions impact instructional quality at the school level including classroom sizes and instructional material. The session will cover the decision making process from student data desegregation, identifying cognitive and non-cognitive needs and prioritizing allocation of funds. (Includes school resource allocations, data driven decision making, staffing formulas, the role of the site based council and comprehensive school improvement plans)
