DR. EDDIE L. WOODS, Jr.
LIFE Institute, Ind., CEO

Eddie L. Woods, Jr. has over 25 years of hands on work with community groups; gangs; and, youth groups. He has published on the subjects of Youth Gang Violence, The G Book; Multicultural Coalition Building, G’D Up: Kentucky Style and Engaging Higher Risk Youth.

REGINA A. JACKSON
English, Lucas, Priest & Owsley

Regina Jackson is the managing partner of English, Lucas, Priest & Owsley, LLP. She handles a wide variety of school-related matters on behalf of boards of education in South Central Kentucky and focuses on representing school districts in both litigation and non-litigation matters. She is admitted to practice before all state and federal courts in Kentucky, the United States Supreme Court, and the Sixth Circuit Court of Appeals. She is a member of the American, Kentucky, and Bowling Green/Warren County Bar Associations.

J. STEVEN KIRBY
KSBA, Director of Legal Services

J. Steven Kirby has worked for KSBA and with local school districts for over 20 years. Before coming to KSBA, he was an Assistant Attorney General with the Kentucky Attorney General’s Office where he represented and worked with over 20 state licensing boards.

TERESA T. COMBS
KSBA, Senior Attorney

Teresa T. Combs has worked for KSBA since 1996. She trains public education staff in legal matters and works closely with KSBA Insurance Program attorneys in defending special education, Section 504 and ADA claims. She has worked for school districts for more than 20 years.


DARA A. BASS
KSBA, Director of Policy and Procedure Services

Dara taught for 10 years in the Paducah, Johnson County, and the Franklin County School systems. She has been employed with KSBA since 1984, and has been the Director of Policy/Procedure Service since 1995. Dara was also the past president of the American Association of State Policy Services.
