Attention new board chairs or anyone who hopes to be one someday: There is a way to turn your school board meetings into the efficient, civil, decision-making events you only dreamed were possible! This session reviews the basics - and the misunderstandings — of the rules that apply to boards, including the rules most frequently needed by boards, the most commonly used motions, strategies for moving on when discussion bogs down, and how to handle challenges to the process.

Wilmore Elementary is the first Kentucky K-12 school to pursue the nationally recognized LEEDEB (Leadership in Energy and Environmental Design, Existing Buildings) certification, with support from the Kentucky chapter of the United States Green Building Council (USGBC). Learn about this pilot project, the potential benefits from LEEDEB and why Jessamine County Schools decided to pursue this important certification.

In just 100 years our work tools have changed from pencil and paper to megabytes,and we’ve only just begun. Seventy-five percent of the technology we will use in 2035 has not been invented yet! If we are to survive this tremendous change, we must find new and innovative ways to meet the needs of our consumers, train and communicate with our employees and prepare for the 21st century. We evaluate the performance of our superintendent. We monitor finances, programs and policies. But we don’t always take a critical look at ourselves. High-performing school boards know that the only way to build on strengths and address challenges is to examine their governing performance. Participate in this positive, nonthreatening process designed to help any board function more efficiently and effectively.

Fighting a hot geothermal well field? Geothermal heating and cooling is one of the most efficient systems being used today. This session will use a case study review to show what can trigger a hot well field. Participants will learn how to make their next geothermal system the most efficient for their district.

School boards often have questions about different types of HVAC systems that could benefit their new construction or renovation project. This presentation will provide an overview comparing geothermal, VRV, VAV and chilled-beam HVAC systems, addressing installation cost, acoustics, operational maintenance and energy efficiency differences among systems.

Are your board meetings long, boring entertainment for the local media? In this training module, explore basic elements to ensure engaging, effective board meetings focused on student learning. It includes an overview of best practices for the meeting agenda, responsibilities of the board chairperson and discussions about how to make the most of your school district board meeting.

Participants will learn about the budgetary process and how to provide guidance and oversight of a fiscally responsible budget that supports the mission of the district. Learn about the different funding sources, including restricted and discretionary funds, and how to ask the right questions and identify budget “leaks.”

8:15AM - 9:15AMCharter Schools: Theory and Evidence (Salon D-F)
This presentation will describe the original goals and intent of charter schools as well as review research evidence showing the extent to which these goals are being realized. While charter schools were envisioned to be locally run schools that would be highly accountable and high performing, evidence shows that charter school performance is, on average, lower than demographically similar district schools. The presenter will also discuss the unanticipated negative outcomes of charter schools.

This session will look at the role of school boards as authorizers of charter schools. Most states with charter school laws allow or expect local school boards to authorize charter schools and then oversee the charter schools once they are in operation. Charter schools, in turn, have their own governing boards. During this session, the presenter also will share his observations of how charter school boards operate, ranging from the functional to the fraudulent.

Several high profile incidents and national media attention have cast a spotlight on sexual misconduct and abuse in public schools. This session will provide critical information about relationships and professional boundaries that must be maintained to reduce liability and assure students are protected from sexual harassment and abuse.

Our students are the solutions to our bullying problems. They just don’t know it yet. This target-centered approach provides a whole new way of dealing with bullying. By focusing on the targets as well as the bullies, we can make our schools much safer.

This session will outline Kentucky’s school breakfast best practices and how they correlate with the new school wellness policy requirements.

As a newly elected board member you are now a member of the KSBA family. Since 1936 your association has been providing local board members, superintendents and other district leaders a wide variety of essential services ranging from insurance coverage to professional development. In this session, association officers and senior leadership will present an overview of KSBA’s services and resources.
