This is the first of a two-part session that will examine the broad fiscal responsibilities of school boards related to nonacademic issues, including procurement, facilities, transportation, financial reporting and audits.

Don’t you just love it when a reporter calls? How successful are you at getting quoted on the points you want to make? You can take greater control of media interviews by following the practical steps covered in this seminar. Issues include developing your talking points, drawing the reporter’s attention to your emphasis, getting coverage of positive items at board meetings, “off the record,” getting errors corrected and much more. For administrators and board chairpersons and members with frequent contacts by reporters.

The P-20 Data Collaborative has recently released new high school feedback and other reports with information about your schools. They will provide an overview of these and other data sources in an easy-to-understand format.
10:45AM - 12:00PMB2 Leading Effective Meetings: A Board’s Guide to Parliamentary Procedure (Salon 7)
(A/S – Level II Required Course)

Are your meetings disorganized and chaotic? This session provides a basic understanding of Roberts Rules of Order as well as the concepts of parliamentary procedures for school board meetings. Includes discussion of basic terms and motions.

Changes in funding, laws, technology and personnel make operating and maintaining any building a challenge. The new partnership between KSBA and the Kentucky School Plant Management Association offers significant training opportunities to Kentucky school districts. In this session facility directors will discuss proper management practices for school operations and maintenance.

Trends in Education & Design: Creating the Future (Salon 6)
While no one argues about the value of a good education, people are less likely to understand the importance of the spaces where learning takes place. Deborah P. Moore, executive editor and publisher of School Planning & Management magazine, will discuss the latest research on school facilities and learning, what school buildings of the future will look like and what we can do now to create more effective learning environments.

3:15PM - 4:30PMC1 Finance II: Dollars and Sense – Budgetary Decisions, Requirements and Timelines (Salon 7)
(A/S – Level II Required Course)

Participants will learn about the budgetary process and how to provide guidance and oversight of a fiscally responsible budget that supports the mission of the district. Learn about the different funding sources, including restricted and discretionary funds, and how to ask the right questions and identify budget “leaks.”
3:15PM - 4:30PMC2 Open Meetings Act Update (Salon 8)
(A/S – Level III Required Topic “Legal Issues”)

This session will provide the opportunity to review and discuss recent Open Meetings Act decisions issued by the Kentucky Office of the Attorney General. The aim of the session is to get participants up to speed on the most current Open Meetings Act developments so they will be in a better position to deal with similar issues as they serve their school districts.
3:15PM - 4:30PMC3 STARTING AT THE TOP: Board Members SPEAK OUT on Their Successes in Energy Management (Salon 9)

With the passage of KRS 160.325, responsibility for managing district energy utilization and costs has been placed on the shoulders of Kentucky’s school boards. Successful energy management policies across Kentucky school districts have produced more than $5 million in savings. Come hear how it was done.
3:15PM - 4:30PMC4 Finance III: Dollars and Decisions (Salon 10)
(A/S – Level III Required Course)

This session extends budgeting and resource allocation down to the “desktop.” Participants will learn how policy and discretionary decisions impact instructional quality at the school level, including classroom sizes and instructional material. This session will cover the decision-making process from student data disaggregation to identifying academic and nonacademic needs and prioritizing allocation of funds.

Motivational speaker Greg Coker does his own rebuilding, using this theme to urge us to find purpose in our lives and support others in finding theirs. Coker, author of Building Cathedrals: The Power of Purpose, has delivered his message across the country to Fortune 500 companies, government agencies, associations, and civic and education organizations.

This session will focus on proven loss-control measures that will assist your district in reducing workers’ compensation risk exposures, which also helps reduce claims, lower your premium and create a safer work environment for your employees.

As a board member you are now a member of the KSBA family. Since 1936 your association has been providing local board members, superintendents and other district leaders a wide variety of essential services ranging from insurance coverage to professional development. In this session, association officers and senior leadership will present an overview of KSBA’s services and resources.

Energy managers will share their strategies for changing the management process, implementing sound business economics and engaging students in these changes.

Several high-profile incidents and national media attention have cast a spotlight on sexual misconduct and abuse in public schools. This session will provide critical information about relationships and professional boundaries that must be maintained to reduce liability and ensure that students are protected from sexual harassment and abuse.

(A/S – Level III Required Topic “Legislative Issues/Current Topics”)

The KSBA governmental relations team will lead this session on tracking legislation through KSBA’s Capital Impact system. Capital Impact gives you updates on the General Assembly’s latest action on legislation. It allows you to communicate directly with your legislators and provides you with critical information about them to help you get to know them better. Participants will also learn how to research legislation from other states. If you have ever felt disconnected to Frankfort, attend this session to learn how to stay connected.

With recent legislative changes, the transitional intervention course requirements are raising many questions for schools and districts. In this session, the presenter will provide background on the transitional courses and review the state-sponsored reading, English and mathematics transitional course curricula that are available to meet the needs of students.
